  WLU RFQ # 00-2015-01, Waterloo and Brantford Campuses Student Residence Study

The University currently guarantees first year students a residence room (1st year guarantee) located in a University owned building on campus, or within a University leased space off campus. Notwithstanding fluctuation in enrollment, demand for University operated residences has remained strong. In the future, this trend may be impacted by the conditions associated with Laurier’s aging residence facilities, combined with the amount of private sector housing being developed in the areas surrounding the Waterloo and Brantford campuses. Increasingly, students have more options in a very competitive housing market than were previously available, and maintaining a strong position as an institution of choice is an important part of the recruitment strategy for Laurier.

This Request for Qualifications (“RFQ”) is issued by Wilfrid Laurier University (“WLU”). The purpose of this RFQ is to invite interested Consultants to indicate their interest in, and their qualifications for, carrying out a comprehensive residence study (the “Proposed Project”). Through the process described in this RFQ, WLU anticipates identifying up to three Respondents to be invited to participate in the next phase of the Proposed Project, that being the Request for Proposals (“RFP”) phase.

The RFP phase will include a requirement to complete a report (“Report”) to identify a residence strategy which may include, but is not limited to: development and partnership opportunities to design, build, finance, maintain and operate residence buildings; the feasibility to internally design, build, finance, maintain and operate residence buildings; and the feasibility to purchase existing buildings from the private sector for University use. The Report will be prepared using, but not limited to: (a) facility condition reports provided by WLU; (b) an evaluation of enrollment data, some of which may be provided by WLU; (c) a comprehensive student housing market study which will be conducted solely by the consultant; and any other relevant information as needed.

At the conclusion of the RFP phase, WLU anticipates negotiating a letter of intent with the Preferred Proponent for the following: (a) a technical report outlining a residence development plan for WLU.
