  OPG Hydroelectric Incentive Rate-setting (2017-2021) - RFPOEBOPGHRIS02262016

Section 78.1 of the OEB Act and O. Reg. 53/05 set out the OEB's authority to set payment amounts for OPG, including the form, methodology, assumptions and calculations used in setting payment amounts.

The OEB's objective of implementing an incentive regime was identified in the OEB's report EB-2006-0064, A Regulatory Methodology for Setting Payment Amounts for the Prescribed Generation Assets of Ontario Power Generation Inc., issued prior to the first OPG payment amounts proceeding. As noted in the EB-2006-0064 report, the OEB recognized that cost of service was required prior to the incentive regime to set base payment amounts and to allow for a review of OPG's financial and cost information.

Subsequently, there have been three cost of service proceedings, as well as an OEB consultation on incentive rate-setting (IR) for OPG which resulted in the EB-2012-0340 OEB report, Incentive Rate-making for Ontario Power Generation's Prescribed Generation Assets. The EB-2012-0340 report set out the next steps toward establishing hydroelectric IR and multi-year cost of service for the nuclear business.

From December 2014 to February 2015, OPG held a series of stakeholder information sessions regarding its plans to file a hydroelectric IR application and a multi-year nuclear cost of service application. OPG proposed IR for 2016-2020 for the hydroelectric business using base payment amounts established in the EB-2013-0321 payment amounts proceeding for 2014-2015. OPG proposed total factor productivity and inflation factors based on the analysis of its consultant, London Economics International (LEI). Later in 2015, OPG decided to delay the filing

In February 2016, OPG held a stakeholder session. The hydroelectric and nuclear applications for the period 2017-2021 are expected to be filed in April 2016. The hydroelectric application will consist of a 2017 rebasing followed by four years of IR adjustment.

To retain an IR expert who will review OPG's 2017-2021 hydroelectric IR application, specifically:
•    the analysis of total factor productivity trends conducted by LEI, which forms the basis for the proposed productivity factor of the IR plan
•    the parameters of the proposed IR plan, including the inflation factor, stretch factor, and other factors such as deadbands, off-ramps and Z-factors
