PROJECT: Work Package 01, West Block Renovation, Demolition and
Abatement: EN751-11-1119.

Public Works and Government Services Canada (PWGSC) is
initiating a process to pre-qualify General Contractors for Work
Package 01 of a significant renovation project to the West Block
Building, Parliament Hill, Ottawa, Ontario. Work Package 01 of
this project, Demolition and Abatement is estimated between
$19,000,000 and $25,000,000. Other work packages of this
project will be tendered separately at a later date
Interested General Contractors are required to submit an
Application for Prequalification in advance of an Invitation To
Tender (ITT). Only those General Contractors considered by PWGSC
to meet the prequalification requirements as defined in the
prequalification document will be eligible to submit a tender
for this project.

An overview of the scope of the construction for Work Package 1
is as follows. Please note this is not an exhaustive list and
the full scope of work will be determined and communicated to
the prequalified Contractors during the Invitation to Tender
(ITT) stage.

·    Preservation and protection of historic elements within the
·    Removal of all existing HVAC, electrical and mechanical
·    Removal of drywall partitions, carpeting, ceiling tiles and
miscellaneous equipment
·    Full asbestos abatement of plaster, ceiling space overspray,
fireproofing and wall voids
·    Encapsulation of inaccessible asbestos
·    Removal of other hazardous materials (lead, mercury, silica,
·    Installation of temporary mechanical and electrical services
to serve the building interior during construction phase
·    Installation of natural gas supply lines to serve the building
during construction phase
·    Installation of temporary multiplex fire alarm system

The work is estimated to be completed within eighteen (18)
months from date of award of contract.

Pre-qualification Site Visit:
On optional site visit will be held on August 12, 2010 at 10:00
A.M. at the West Block Building main entrance, 111 Wellington
Street, Ottawa, Ontario.

Please note: The names of each individual attending the site
visit, their date of birth, along with the name of the firm they
represent, must be provided to the Contracting Officer by August
9, 2010 in order to gain access to the site.

Stage One - Pre-Qualification: a Letter of Interest and
Qualification (LOIQ) to pre-qualify General Contractors is
posted on GETS and is open to all General Contractors. The
pre-qualification of the General Contractors is based on defined
mandatory requirements specified in this document. These
requirements include the technical capability, the Health and
Safety record, the competence and experience of the General
Contractor and the capacity of the General Contractor to obtain
Commercial General Liability Insurance in the amount of ten
million (10,000,000) dollars as well as Contract Security as per
PWGSC's standard Contract Security Conditions.

Phase Two - Invitation To Tender (ITT): An ITT will be sent to
the pre-qualified General Contractors when the complete plans
and specifications are available, expected in September 2010.
Only those General Contractors who have been pre-qualified by
PWGSC in Phase One will be eligible to bid. The decision to
continue participating in the selection procedure in Phase Two
is the decision of each eligible General Contractor. Tenders
will be evaluated against the standard administrative
requirements for construction, which will be defined in the ITT
(for example, completion of the tender form, provision of tender
security, etc.). The contractor submitting the lowest priced
responsive tender will be recommended for award of the contract.

All the prequalification requirements in Phase One will be
carried over to Phase Two. To be eligible to bid for Phase Two,
the General Contractors have to be pre-qualified by PWGSC at
Phase One.

Should there be an insufficient number of pre-qualified
contractors after Phase One to permit a competition in Phase
Two, PWGSC reserves the right to cancel Phase Two or to modify
the requirements and re-publish the solicitation using the same
or a different approach.

Site Security: Following contract award to the successful
General Contractor, PWGSC will require the successful General
Contractor apply for and secure Site Access Security Clearance
for all of its project personnel requiring access to the site.
This process follows specific guidelines as outlined by the
Canadian Industrial Security Directorate "CISD"
.html) and will require at a minimum all project personnel
complete and have submitted to PWGSC forms: TBS/SCT 330-23E
(Rev 2006/02) Personnel Screening, Consent and Authorization
Form & TBS/SCT 330-60E (Rev 2006/02) Security Clearance Form to
initiate the Security process. Project personnel with current
clearance levels will need to have their current status
confirmed by PWGSC for the construction period identified. All
pre-qualifying General Contractors need to familiarize
themselves with the security clearance process in advance of the
ITT Phase Two process.

The Closing date for this request for prequalification - Phase
One is September 7, 2010 at 14:00 hrs EDT.

All enquiries and other communications relating to this
prequalification document with government officials throughout
the prequalification period are to be submitted in writing to

than five (5) calendar days prior to the closing date to allow
sufficient time to provide a response. Enquiries received after
that time may not be able to be answered prior to the
prequalification closing date.

Firms intending to be prequalified for this project should
obtain Prequalification Application Documents through the MERX
services provider. Addenda to this document, when issued, will
be available from the MERX service provider. Firms that elect
to base their submissions on documents obtained from other
sources do so at their own risk.

Documents may be submitted in either official language of Canada.

Sealed Prequalification Applications will be received in English
or French at: Public Works and Government Services Canada, Bid
Receiving Unit, Place du Portage, Phase III, Main Lobby Core
OA1, 11 Laurier Street, Gatineau, Quebec, K1A 1C9. Submittals
