Nature of Requirements:
TITLE: Technical Services - Research

Defence Research and Development Canada (DRDC) - Suffield,
Medicine Hat, Alberta has a requirement for Good Laboratory
Practice technical support services. Development of improved
nerve agent antidotes is being conducted in compliance with Good
Laboratory Practice guidelines. Pre-clinical studies are
required to prove the safety and effectiveness of these drugs in
order for them to pass the regulatory requirements to obtain
licensure. The contract is required to provide technical
support to complete these studies within the required time frame.

To qualify a bid will have to consist of no less than 80% of
goods and/or services of Canadian origin.

The Contractor must, at all times during the performance of the
Contract,hold a valid Designated Organization Screen-ing(DOS),
issued by the Canadian Industrial Security Director-ate (CISD),
Public Works and Government Services Canada (PWGSC).

The Contractor personnel requiring access to sensitive work
site(s)must EACH hold a valid RELIABILITY STATUS, granted or
approved by CISD/PWGSC.

Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.

The Contractor must comply with the provisions of the:

    (a) Security Requirements Check List and security guide (if
applicable), attached at Annex C;
    (b) Industrial Security Manual (Latest Edition).

a) Education: Project personnel must hold a B. Sc. degree from
a recognized university with acceptable specialization in
biological sciences or biochemistry, or an acceptable
combination of education, training and experience.

b) Experience: Personnel must have experience with laboratory
animals in a research environment: including administration of
anaesthetics and/or analgesics, administration of drugs, animal
physiological instrumentation and documentation of clinical
observations. And personnel must have experience with computers,
data analysis tools, and interpretation of experimental data.

Selection will be based on the best value to Canada on the basis
of highest combined rating of merit and price.
