Management Office (JSS-PMO)

This bid solicitation cancels and supersedes previous bid
solicitation Number W8472-115333/A dated 2011-01-11 with a
closing of 2011-02-10 at 02:00 PM EST.

Canada has a requirement to assess two NATO Navy ship designs to
determine their viability in relation to the Canadian Navy
operational requirements for naval fleet replenishment ships:
    a.    the Berlin Class; and
    b.    the Cantabria Class

Canada intends to award two separate contracts, one to
ThyssenKrupp Marine Systems Canada Inc. (TKMSC) and the other to
Navantia, S.A. (Navantia) to conduct Risk Reduction Design
Studies (RRDS) for each design. This will enable Canada to
ascertain the feasibility and affordability of adapting these
designs to meet Canadian requirements. Canada is deploying a
team of government representatives to shipyards in Germany and
Spain to perform the RRDS and a follow-on Detailed Design
Activity (DDA).

Canada is seeking professional services of two qualified
personnel to provide consulting, ship production engineering and
translation services and support to the JSS PMO for the RRDS
activity at facilities in Germany and Spain and, if required, in
Canada, who are fluent in English and the native language of the
ship designer (one in German and one in Spanish).

This RFP may result in two Contracts. The Bidder may bid on one
or both requirements (Spain and/or Germany).

Period of Contract:

The initial term will be for a period of eight (8) months from
date of award of Contract. Support Services in Canada will be
required on an "as and when requested" basis, for up to ten
days (per person), with the precise starting date to be
finalized prior to Contract award. It is anticipated that
services will be required during the month of June 2011.

Core services in Germany and Spain will be required for a period
of six (6) months with the precise starting date to be finalized
prior to contract award. It is anticipated these services will
commence during the month of July 2011. Canada will have the
option to renew for up to six (6) additional months at its sole
and absolute discretion.

The RFP includes mandatory and rated requirements. Bids will be
evaluated on the qualifications, knowledge and experience of the
bidder and the proposed personnel as set out in the RFP.

The mandatory requirements are as follows:

The Bidder (Firm) must demonstrate extensive experience in the
oversight or management of the construction and production of at
least two (2) ship building programs of ships over 10,000 tonnes
lightship displacement (no cargo, stores or fuel) delivered
within the last ten (10) years from bid closing date.

The Bidder (Firm) must demonstrate a minimum of ten years of
experience in the oversight or management of ship construction
and production projects since 1995.

The Bidder must demonstrate that its proposed personnel:
have worked in a shipyard production facility for a minimum of
five years since 2000 ;

have experience in a senior leadership role in the construction
of oil tankers, military ships, or other commercial shipbuilding
programs of ships over 10,000 tonnes lightship displacement, in
a shipyard.

"senior leadership role" is defined as either a senior
superintendent, senior
construction supervisor, owner's representative, or other senior
production management position     in a shipyard.

the Work will be performed,    

The following Certifications must be provided with the bid:

a. Conflict of Interest    

In order to protect against a real or appearance of conflict of
interest, the Bidder must not be an
affiliate of ThyssenKrupp Marine Systems Canada Inc.,
ThyssenKrupp Marine Systems AG, Navantia, SA or BMT Fleet
Technology Limited and must not be a competitor of ThyssenKrupp
Marine Systems Canada Inc., ThyssenKrupp Marine Systems AG or
Navantia, SA.

The Bidder must submit with its proposal the Conflict of
Interest declaration provided in the RFP.

b. "Consent" (from Navantia and TKMSC)

The proposed resources will be required to have access to
facilities and commercial confidential data of the ship
designers in the provision of the subject Work. As such, the
Bidder must submit with its proposal the fully executed
declarations provided in the RFP from both TKMSC and Navantia,
confirming that if the Bidder enters into a Contract with Canada
to become the Consultant, the Bidder will be provided access to
the required facilities and proprietary data.

Bidders will be required to provide company information as may
be requested by     Navantia and TKMSC in order to obtain
"consent". In order to facilitate a timely response from
Navantia and TKMSC, it is recommended that the following
information, as     a minimum, be provided to Navantia and TKMSC at
time of your request for "consent". Bidders' failure to provide
the following information, or any other information as may be
required by Navantia and/or TKMSC, in a timely manner, will not
be grounds for a bid extenstion.

work and dates)

- Resume of the consultant who will be deployed

The Request for Proposal contains the detailed rated
requirements as well as their associated         rating and the Basis
for Selection.

This procurement is not subject to the Agreement on Internal
Trade as the National Security Exception has been invoked.

This procurement is excluded from the North American Free Trade
Agreement (NAFTA) in accordance with NAFTA Chapter Ten, Annex
1001.1b-2 Section B and from World Trade Organization Agreement
on Government Procurement (WTO-AGP) in accordance with Appendix
1, Annex 1 and Annex 4, Note No. 4.

Provisions of the Comprehensive Land Claims Agreements (CLCA) do
not apply to this procurement as no goods/services are to be
delivered in a claim area.
