ABOUT THE IESO
The Independent Electricity System Operator (“IESO”) is a non-profit, non-share corporation independent of all other participants in the Ontario electricity industry. The role of the IESO is established by legislation, its license issued by the Ontario Energy Board, and the Market Rules. The IESO does not own any electric power generation or transmission facilities.

The IESO is the organization responsible for establishing and administering wholesale electricity markets and directing the operation and maintaining the reliability of the integrated power system within the Province of Ontario. The IESO’s responsibilities include a broad range of integrated operations, including providing open non-discriminatory access to the transmission system, the administration of the wholesale electricity market and ancillary services and real-time direction and coordination of the power system.

Notice of Request for Proposal

The IESO seeks Proposals from qualified Respondents who meet the criteria specified in the RFP document to provide an Outage Coordination and Scheduling System (OCSS) that allows the IESO and its market participants to meet the market rule obligations of the IESO-administered markets and the business objectives of the Outage Management Redesign project.

The OCSS will replace IESO’s current outage management system - Integrated Outage Management System (IOMS). IOMS decommissioning work will be done by IESO.

The IOMS rules for outage submissions and updates can be found in the document IOMS API located at http://www.ieso.ca/imoweb/pubs/ti/Outage_Mgmt/IMO_SPEC_0032_IOMS-API.pdf. This document also describes the software methods used in the current API and can be used as information to support the IOMS schema document identified above. It is not a requirement that these rules or methods be retained in the OCSS.

The documents mentioned above do not contain the requirements of the OCSS however may be used by the Respondent to provide additional context for the requirements described in the IESO Outage Coordination and Scheduling System Functional and Technical Requirements document that accompanies this RFP.

A Non-Disclosure Agreement is required to be executed prior to the release of this RFP and its associated documents.
