Notice Description

  RFI-2010-TS-005:Provision of a Snow Clearing Device Monitoring System (SCDMS

Metrolinx is seeking Expression of Interest from qualified Contractors who currently market software solutions and/or has the ability to develop and implement a Snow Clearing Device Monitoring System (SCDMS).


The SCDMS shall have the following features and capabilities:

•Be web-based, driven by a graphical user interface which will command controls and collect status indicators for one hundred fifty-four (154) Snow Clearing Devices currently installed on Metrolinx’ Rail Network.

•The SCDMS should have the capability of porting / sharing the acquired data with the GO Transit Control Center and the CN Rail Traffic Dispatch Control Center.

•The System will provide information to Users or Administrators with updates on field conditions, facilitate the issuance of commands to the field, and report the status of other pertinent details as it relates to operations on the rail corridors.

•The SCDMS shall include tools and/or utilities that will permit authorized users to query the database and generate both canned and custom reports.

•The data collected by the system will be stored and archived in a database

•All communications to field locations shall be based on the Advanced Train Control System (ATCS) protocol.

•The field interface hardware utilized will be in accordance with CLASS III Hardware as defined in the American Railway Engineering and Maintenance-of-Way Association Communication and Signals (AREMA C & S) Manual of Recommended Practices 2010 Part 17.3.3.

In the event Metrolinx decides to proceed with the procurement of the Snow Clearing Device Monitoring System, the procurement shall be conducted in accordance with Metrolinx’ procurement policies and procedures.
