The WCB invites your firm is invited to submit a Proposal for the following: To provide maintenance and repair of the emergency standby diesel generator located at the WCB's 333 Broadway facilities in Winnipeg, Manitoba.
Description of Services
The Services will require the Contractor to maintain the emergency standby diesel generator in compliance with standards prescribed by the Manitoba Fire Code Regulation 155/2011 issued pursuant to The Fires Prevention and Emergency Response Act (Manitoba), as may be amended from time to time. This will include, but not be limited to, the following code requirements:
Monthly:
•Test generator, min. 30% of rated load for 60 minutes.
Every 6 Months:
•Check and clean crankcase, breathers, governors and linkages on emergency generator sets.
Annually:
•Conduct general engine and generator maintenance and engine tune-ups for emergency generator sets.
Every 2 years:
•Check valve adjustments and torque heads for emergency generator engines.
Every 3 years:
•Clean and service injector nozzles and check valve adjustments for emergency generator diesel engines.
Every 5 years:
Check insulation of generator windings
During the Services the WCB's 333 Broadway facilities must remain fully operational during Business Hours and where any risk of interruption to regular operations exist, such tasks will be completed outside Business Hours. Any diesel generator activations shall be pre-approved a minimum of two (2) weeks in advance by the WCB and be performed between the hours of 7:00 p.m. to 7:00 a.m., Monday to Friday.
The Services must be performed by licensed and properly trained personnel, with work permits obtained by the Contractor on the WCB's behalf, as required.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with the following:
a) 10 years in the Diesel Emergency Generator Service field.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar work.
The WCB requires the Contractor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Contractor proposes inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Winnipeg, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of 5years with a preferred start date of December 15th, 2025.
Site Visit (Optional)
Vendors can attend on site if they so wish to up to November 19th, 2025. Vendors should confirm walk through with Ray Daumler, Director Administration (204-954-4444).
Vendors are not permitted to contact any employees, officers, or agents of the WCB for matters regarding this RFP, except in writing to the Agreement Administrator. Failure to adhere to this rule may result in the disqualification of a Vendor and rejection of its Proposal.
