Description

Your firm is invited to submit a Proposal for the following: Provide the rental of live office plants and for ongoing plant maintenance services at the WCB's three (3) offices located at 333 & 363 Broadway and 330 St. Mary Avenue in Winnipeg, Manitoba.

Description of Services

The WCB requires the Contractor to provide the following services:

a) Office Plant/Planter/Bowl/Mount/Pot Rentals: The Contractor shall provide live office plants of varying sizes and species along with a variety of plant containers to complement interior spaces of the Winnipeg Offices. A list of existing live office plants currently in circulation is provided in the Fee Schedule attached as Schedule "D". Vendors are encouraged to provide an itemized price list of individual plant sizes/species available for rent should the WCB decide to amend its current inventory.
b) Maintenance: The Contractor shall provide ongoing care and maintenance of the live office plants, including watering, fertilizing, pruning, and other such care as required to maintain healthy looking plants, including replacement of live office plants as needed. The maintenance is to be conducted during Business Hours with minimal disruption to WCB staff.

The Contractor shall require supplying properly trained and, if required, licensed personnel to provide plant care in the Winnipeg Offices between the hours of 8:30 a.m. to 4:00 p.m., Monday to Friday with the exception of public holidays.

The Contractor shall be responsible for supply of all labour, materials, and equipment, including but not limited to, watering vessels, planting pots and specialized tools as are required to complete the Services within the specific times.

The Contractor must provide the WCB with a list of chemicals to be used and stored at the Winnipeg Offices with a brief description of the respective use and purpose and be in compliance with all Material Safety Data Sheets (MSDS) and Workplace Hazardous Material Information System (WHMIS) requirements.

The current inventory of live plants provided in Schedule "D" is for approximate usage only and the does not guarantee a minimum contract value.

The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.

The Vendor must have experience and knowledge with the following:

a)10 years minimum in the commercial plant rental sector.

The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.

The WCB requires the Contractor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Contractor proposes inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.

Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.

The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.

It is expected the Services will be required for an initial period of 5 years with a preferred start date of December 22nd, 2025.

The Services shall be requested by the WCB on an "as needed" basis. The Services will be structured with an Agreement that will be updated as the Services progress via subsequent Statement of Work (Collectively the "SOWs") and the WCB makes no representation to guarantee any minimum amount of work will be assigned to the Contractor via the SOWs.

Final selection of a resource may be subject to an-person in-person interview by the WCB before the Contractor is invited to enter into an SOW.

The Services expressed in SOWs remain subject to the terms and conditions, including the hourly rates, agreed to in the respective Contractor's Agreement with the WCB.

Mandatory Onsite Visit

All Vendors must attend onsite at the WCB's head office located at located at 333 Broadway, Winnipeg, Manitoba for a walk-through inspection of the Winnipeg Offices (the "Compulsory Onsite Visit"). The WCB will provide one (1) Compulsory Onsite Visit on Wednesday, November 19th, 2025, at 1:00 p.m. MB Time. Due to restricted access throughout the building and the need to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Ray Daumler, Director, Administration (204-954-4444), if planning to attend the Compulsory Onsite Visit.
