The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide plumbing maintenance for the WCB's office facilities located in Winnipeg, Manitoba, which will include, but not be limited to, system checks, testing, repairs, drain cleaning, new pipe runs, new installations, water cooler maintenance and fixture replacements.
Description of Services
The WCB requires the Contractor to provide plumbing maintenance and some smaller new installation projects for the WCB's office facilities located in Winnipeg, Manitoba, which will include, but not be limited to, system checks, testing, repairs, drain cleaning, new pipe runs, new installations, water cooler maintenance, fixture replacements and natural gas appliance hookups and repairs.
No minimum service volume will be committed to any particular Contractor and the WCB reserves the right to use multiple Contractors for delivery of the Service, as determined necessary in the unfettered discretion of the WCB.
Each Vendor is expected to describe its work experience, if any, it has with the WCB's office facilities that are located in Winnipeg, Manitoba. The WCB may consider such experience an asset when evaluating Proposals.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with the following:
a) ten years' experience in commercial plumbing/natural gas sector.
The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):
a) natural gas condensing boilers, electric domestic hot water heaters, water source heat pump systems; fluid coolers and water cooler maintenance;
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The WCB requires the Contractor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Contractor proposes inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of 5 years with a preferred start date of December 15th, 2025.
The Services shall be requested by the WCB on an "as needed" basis. The Services will be structured with an Agreement that will be updated as the Services progress via subsequent Statement of Work (Collectively the "SOWs") and the WCB makes no representation to guarantee any minimum amount of work will be assigned to the Contractor via the SOWs.
Final selection of a resource may be subject to an in-person interview by the WCB before the Contractor is invited to enter into an SOW.
The Services expressed in SOWs remain subject to the terms and conditions, including the hourly rates, agreed to in the respective Contractor's Agreement with the WCB.
Mandatory Visit
Vendors must attend onsite for an inspection of the WCB's building facilities at its head office located at 333 Broadway, Winnipeg, Manitoba ("Compulsory Onsite Visit"). There is only one (1) time slot available on Wednesday, November 19th, 2025, at 10:00 a.m. MB Time, starting in the main lobby of 333 Broadway. Due to restricted access throughout the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Ray Daumler, Director, Administration (204-954-4444) if planning to attend.
Vendors are not permitted to contact any employees, officers, or agents of the WCB for matters regarding this RFP, except in writing to the Agreement Administrator. Failure to adhere to this rule may result in the disqualification of a Vendor and rejection of its Proposal.
