08Q0027931 - Licensing Models for Building Code Officials

The Government of Manitoba, as represented by the Minister of Municipal Relations is requesting Proposals from qualified Proponents meeting the requirements contained in this Request for Proposals (RFP) to:

Review best practices and models for training, certification, and licensing of Building Code Officials in Manitoba.  The intent is to harmonize the inspection process across the province by developing and implementing a new professional class of licencing/designation for individuals involved in building code inspections and permitting services under the Buildings and Mobile Homes Act;  

The licensing models developed by the Consultant must harmonize the inspection process across the province. In undertaking this work, the Consultant must engage with key stakeholders throughout each stage of the work. The Consultant must liaise with the Regulatory Reconciliation and Cooperation Table, which is a federal-provincial-territorial body established by the Canadian Free Trade Agreement (CFTA) to oversee the regulatory reconciliation process and promote regulatory cooperation across Canada, to ensure that the Manitoba model is consistent with other provincial jurisdictions; and    

The work should be completed within a period of three (3) months, anticipated to commence on March 22, 2021, with the potential of an extension at the sole discretion of Manitoba.

Manitoba may invite the top-ranked Proponent, as determined through the evaluation process, to enter into negotiations to finalize the Agreement.
