This procurement is targeted to Canadian Black owned or led small businesses. It is part of a pilot program by Public Services and Procurement Canada (PSPC) that will inform the expanded use of targeted approaches to increase diversity in future procurements and support opportunity and economic growth for Black Canadians. Should a compliant bid not be received from a Canadian Black owned or led small business, bids from other companies will be considered.

The Department of National Defense (DND) at Canadian Forces Base (CFB) Kingston is responsible for the inspection, maintenance and repair (both body and mechanical) of a fleet of approximately forty (40) Chevrolet Silverado vehicles.

DND requires a Contractor to perform these duties on a firm basis and on an as-and-when required basis. The Contractors service center must not be located any more than 50 kms away from CFB Kingston.

The Contract will be from 1 April 2021 to 31 March 2022 with two one-year option periods.

All the work will be completed at CFB Kingston.

Potential Bidders must meet the following Mandatory Technical Criteria:

a) The Bidders service center must be within 50kms of CFB Kingston. The Bidder must provide the address of their service center.

b) The Bidders Mechanics must hold valid 310T Ontario licensed technician certification. The Bidder must provide all Mechanics certifications (minimum of 2 techs).

c) The Bidders Welders must hold valid Ontario licensed Gas Fusion Welding certification. The Bidder must provide all Welders certifications (minimum of 1 welder).

No Trade Agreements are applicable as the small and minority business set-aside provision is being invoked.

The Crown retains the right to negotiate with suppliers on any procurement.
