420412 - Request for Proposal for Engineering Services – 2021 Road Reconstruction

The City of St. Albert’s Roadway Rehabilitation program targets the rehabilitation of
roadway segments, as they are deemed structurally deficient and have reached their
minimum serviceability. Auxiliary work on curb and gutter may also be included.
Base on condition assessments, Delisle Court, Dumont Court, and Dunsmuir Court
have all been identified as roadways require rehabilitation, and all three roadways will
require complete reconstruction. An evaluation of the current condition of existing
sidewalks and driveway aprons is also required to determine the extent of replacement
of these items. There are also documented concerns about vehicle turning movements
at the end of each of these roadways. As such, an analysis of these movements will be
required to determine if changes to roadway geometry are necessary during
rehabilitation.
Road reconstruction may include spot or full replacement of all curbs and gutters, select
or full replacement of sidewalks, pararamps, and driveway aprons. Water valves, CCs,
manholes, and catchbasins may also need to be adjusted to accommodate construction
as well as re-landscaping of municipal boulevards and protection of existing trees.
Assessing sump pump drainage and providing engineered solutions to managing
surface and ground water will also be a requirement of this project.
The successful consultant will be responsible for the provision of project management
and construction management services for the duration of the project.
