M1000-1-2842 - Health Services Officer (HSO) - Newfoundland and Labrador (M1000-1-2842)

The Royal Canadian Mounted Police (RCMP) has a requirement for a medical physician, on an as-and-when-requested basis.

Work under this standing offer will require the services of a Contractor who is a Health Services Officer (HSO) to perform expert medical consultations/opinions and recommendations to relation to RCMP members’ fitness for duty and RCMP benefit and services. Also included are health assessments to determine fitness for duty of regular police officers, which includes determinations of suitability to perform maximal exertion to use a firearm and to professional driving of emergency vehicles, as well as determination of medical suitability for isolated posting and foreign duties.

It is the RCMP's intention to authorize three (3) standing offers, each for a period of one (1) year with two (2) options years of one (1) year each, to contractor(s) who meet the requirements of the request for standing offer. Offerors should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; RCMP will issue call-ups only when the specific services to be provided under the Standing Offer are needed. 

To ensure the RCMP’s operational requirements are maintained, delivery of the services will be at the RCMP Health Services Office in St. John’s, NL. This health facility includes all necessary equipment and supplies.

There is a security requirement associated with this Standing Offer. RCMP Secret security clearance is required for all contractors.

Basis of selection:

To be declared responsive, a bid must:

comply with all the requirements of the bid solicitation; and

meet all mandatory criteria; and

obtain the required minimum of 30 points overall for the technical evaluation criteria which are subject to point rating.

The selection will be based on the highest responsive combined rating of technical merit and price.
