The intent of this RFPQ is to prequalify up to 6 Proponents capable of designing and constructing large diameter sanitary sewer tunnels in Edmonton, Alberta. Only Proponents who are prequalified in this RFPQ will be invited to participate in the second-stage competitive process for the provision of the Work in relation to the Duggan Tunnel Replacement project as described below . A Request for Proposals is expected to be issued to prequalified bidders in 2021.
The Work to be done in the Duggan Tunnel Replacement Project involves the design and installation of approximately 3.0 km of 1,200 mm diameter sanitary trunk, rehabilitation of a portion of the existing Duggan Tunnel, and decommissioning of the downstream Duggan Pump Station (#105). This work will also include sewer relocates. The new tunnel shall be resistant to H2S-induced corrosion. The Project is anticipated to include some design components wherein the Successful Proponent shall complete design and develop IFC (Issued For Construction) drawings prior to construction of the relevant portion of the Project, as more particularly described in Appendix 1.
The Work in relation to the Project shall be procured though a two stage process as outlined in Section 4.4 and summarized below:
• Stage 1 Prequalification (this RFPQ): This RFPQ is intended to generate a list of up to 6 prequalified Proponents who will be invited to participate in Stage 2.
• Stage 2 Request for Proposal (future RFP): Prequalified Proponents from Stage 1 will be invited to provide proposal pricing and additional technical submissions in relation to the Work. An overall evaluation of the short listed Proponents will be completed using both technical criteria (Stage 1), additional technical criteria (Stage 2) and proposal pricing (Stage 2).
A brief description of the Work is provided below.
Work Package – Duggan Tunnel Replacement
The Work consists of the construction of approximately 3,010 m of 1,200 mm sanitary trunk sewer, rehabilitation of a portion of the existing Duggan Tunnel, and decommissioning of the existing Duggan Pump Station (#105). The Duggan Tunnel Replacement consists of the following Work:
• Detailed design of tunnel replacement based on performance-based specifications (to be provided in Stage 2). Contractor shall prepare Issued for Construction Drawings.
• Trenchless installation of approximately 3,010 m of 1,200 mm diameter sanitary trunk sewer and associated works, including 18 shaft installations and open cut works. New tunnel material shall be resistant to H2S-induced corrosion.
• 9 connections to the existing system and lateral sewers.
o Downstream connection of the system requiring bypass pumping (approximately 330 L/s average DWF)
o Upstream connections to the existing system, requiring bypass pumping (213 L/s average DWF)
• Decommissioning and abandonment of the existing pump station including but not limited to disconnecting all associated utilities, salvaging applicable equipment/instrumentation, removing the above ground structure, isolating and burying the well, and appropriate landscaping.
• Trenchless rehabilitation of approximately 250 m of 1,650 mm of sanitary trunk sewer and associated works in wet conditions. This will include bypass pumping for incoming flows.
• Coordinate utility relocations, as required, at shaft locations.
Proponents may refer to the Preliminary Drawings provided in Schedule D.
The Work is contingent on EPCOR’s securing of regulatory approvals prior to the commencement of the Work. If the approvals are not received, EPCOR may cancel this RFPQ and and/or obtain or proceed with procuring the Work with a subsequent RFPQ or RFP or in some other manner, including sole or single sourcing the Work.
