The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

REQUIREMENT

Parks Canada Agency requires a contractor to complete the construction and paving of a switchback pathway on an escarpment, providing the final link in the Upscheek Tashee.

To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.

Period of Contract

Contractor shall perform and complete the Work no later than September 30, 2021

MANDATORY SITE VISIT

There will be a mandatory site visit on Monday March 8, 2021 at 11 am PST. Interested bidders are to meet at the top of the Wayii Escarpment, located on Hwy 4, approximately 2.3km south of the Long Beach Parking lot, and 600m north of the Parks Canada administration building. Parking is available at the administration building.

The site visit for this project is MANDATORY. The representative of the Bidder must sign the Site Visit Attendance Sheet at the site visit. Bids submitted by

Bidders who have not signed the attendance sheet will be rejected.

Please be advised that there will be a limit of two (2) representatives per bidder attending the site visit.

In accordance with provincial health regulations, interested bidders must be symptom free and observe social distancing from others on site. Face masks and gloves are recommended. Review with the consultant and a question and answer session will be held outside.

Bidders are requested to communicate with the Contracting Authority before the mandatory site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be requested to sign an attendance sheet. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

ENQUIRIES

All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

INFORMATION:

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
