NOI2021-03-12 - Notice of Intent to Direct Award a Contract

Notice is hereby given by the BC Liquor Distribution Branch of its intent to direct award the following to Wine & Spirit Education Trust (WSET):

 To provide WSET materials and examinations to the BC LDB. To be carried out by:

Wine & Spirit Education Trust (WSET)
39-45 Bermondsey St.
London, UK, SE1 3XF

The contract will not exceed a value of $240,000.00. Contract term shall be from March 22, 2021 to March 21, 2022, with one (1) option to extend for one (1) year term at the sole discretion of the BC LDB.

The BC Liquor Distribution Branch has chosen not to tender this contract for the following reasons:

 WSET is the international standard for wine and spirits education program and provides globally recognized qualifications. The BC LDB has developed their training program on WSET, and require product consultants to possess minimum certification of Level 2 Wines.

 WSET has provided a “sole source letter” indicating that they are the sole supplier of WSET materials and examinations for North America.

Vendors wishing to object to this decision should email a letter of objection by 2:00 p.m. on March 21, 2021 to: BC Liquor Distribution Branch Attention: Chelsea Liu, Procurement Coordinator, Sourcing & Vendor Maintenance presenting specific reasons for their objection. Vendor qualification and ability to provide the same education program, including materials, examinations, and certifications, at a lower cost within the required time frame will be the key criteria with regard to the consideration of vendor objections.
