THERE IS A SECURITY REQUIREMENT ASSOCIATED WITH THIS SOLICITATION.

The Canadian Grain Commission (CGC) requires the supply of a software application to support the Audit and Evaluation Services (AES) department with audit and evaluation working paper management,

post-engagement issue tracking, and reporting in compliance with the Treasury Board Secretariat's (TBS) Policy on Internal Audit (https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=16484) and the International Professional Practices Framework (IPPF) by the Institute of Internal Auditors (IIA) (https://na.theiia.org/standards-guidance/Pages/Standards-and-Guidance-IPPF.aspx) standards. The software application must offer an enterprise level solution including Finance and Compliance Audit of Industry Services and CGC internal finance control management to leverage efficiency of the applications’ interdependent enterprise functions namely internal audit, evaluation, control management, risk management and assessment, and reporting. Due to the sensitivity of the data both the data and software application must comply with the security requirements mandated by the CGC's IT department and the Government of Canada’s applicable legislations, policies and directives. And due to the nature of internal audit, evaluation processes and mobility, the application must reside in Canada and be cloud-based. More detailed information is available in the attachments.

The application must be online, fully functional and accepted by the PA no later than 30 September 2021. This bid solicitation requires bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
