Where the estimated value of the goods or services to be procured is below the lowest applicable threshold value of any relevant trade agreement, Service New Brunswick reserves the right to give preferential treatment to a prospective supplier from New Brunswick. - Applicability of the preferences will be determined based on the price differential between the pricing component of the highest scoring acceptable bid submission and the pricing component of the bid(s) receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will be limited to 10%. When the highest scoring acceptable bid submission before preferential treatment is applied is a New Brunswick vendor, the price differential under which a NB manufacturer preference will be applied will be limited to 5%.
- The preferential treatment will be applied by allotting a maximum of an additional 5% of the total possible points to New Brunswick manufacturers' total scores and 4% to NB vendors' total scores. If no bid from a New Brunswick manufacturer has been retained for preferential treatment, New Brunswick vendors may receive a maximum of an additional 5% of the total possible points rather than 4%.
The decision to apply a preference will be at the sole discretion of Service New Brunswick. To be eligible, suppliers must meet the definition of NB supplier as identified by the regulation under the
Procurement Act. NB manufacturers should indicate in their bid that they are a NB manufacturer to be considered for the NB manufacturer preference.

SCOPE
This Invitation to Tender consists of the
supply, delivery, and quality control inspection of 800 Sign Posts and 800 Sign Post Anchors in the sizes and quantities described within Items 1 through 3 inclusive of this document.
By submitting a bid to this Invitation to Tender, the Vendor agrees to conduct on-site visits to locations for quality assurance/quality control purposes as required.
CONTRACT AWARD CRITERIA
Bids which meet the requirements detailed within the Specifications listed below will be evaluated based upon the lowest 'Total Including All Charges' price per for Items 1 through 3 inclusive.
Prior to Contract award, the Department of Transportation and Infrastructure may consult with other owners and other departments and agencies of the Province of New Brunswick to obtain information on the Vendor's past product performance within the previous five (5) years. Results from the aforementioned consultations that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the Vendor's bid.
Prior to Contract award, the Department of Transportation and Infrastructure may request a sample of the product(s) offered by interested Vendors. Results from the aforementioned samples that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the Vendor's bid.
SPECIFICATIONS
Items 1, 2, and 3 shall:
a) be manufactured from 12-gauge (.105) structural quality strip steel;
b) each be made from one piece of steel;
c) be manufactured with 1.11cm (7/16") diameter holes, 2.54cm (1") on center;
d) holes referenced in 'c)' are to run the entire length of all four sides; and
e) all posts (Items 1 and 2) to be hot dipped galvanized to CSA standard ASTM A-653 coating after all cutting and punching of holes referenced in 'c)' and 'd)' are completed; and
f) anchors (Item 3) to be in-line zinc coating complying with AASHTO M-120.
DELIVERY DATE AND PRICE
Vendor agrees to deliver the 800 Sign Posts and 800 Sign Post Anchors on or before June 30, 2021 to the Shipping Address detailed above. Bids must include pricing for delivery to the Shipping Address detailed above. Products delivered after the delivery date may be returned to the vendor at the vendor's expense.
