NRFP # 210416 - Fraser Valley Office Space

This Request for Proposals is an invitation by British Columbia Assessment Authority ("BC Assessment") to prospective Proponents to submit Proposals for Fraser Valley Office Space requirements.

BC Assessment is interested in receiving Proposals from Proponents offering existing or developable professional office space to amalgamate its Fraser Valley staff currently located in Abbotsford and Surrey, BC. The existing leases for these offices are set to expire September 30, 2022.

The purpose of this RFP is to select space, which will provide the best overall location, lease terms, functional office space and environmental objectives for BC Assessment. It is anticipated that approximately 10,000 to 12,000 square feet of useable area will be necessary to accommodate BC Assessment's Fraser Valley staff.

BC Assessment anticipates entering into a 10-year lease with one 5-year option to renew. BC Assessment prefers to enter into negotiations directly with the landlord as opposed to a sub-lease situation. Sub-landlords are encouraged to work with their landlord to submit a Proposal.
In order to be compliant with FIPPA, which governs BC public sector privacy and security requirements, any personal information in the custody or control of BC Assessment must remain Canadian sovereign, meaning the data cannot be stored, disclosed, used or otherwise processed outside of Canada or accessed from outside of Canada except at BC Assessment's direction and in accordance with the limited exceptions set out in FIPPA. Proponents must include in their Proposals the specific exceptions on which they intend to rely, with section references.

As a service provider to BC Assessment, the Contractor will be directly bound by FIPPA.

The awarding of a Contract resulting from this RFP may be subject to funding approval and/or approval by BC Assessment's Board of Directors.
