Description

The Ministry of Labour, Training and Skills Development is issuing a Request for Qualification (RFQ) to acquire Service System Manager(s) as an initial step of a multi-stage competitive process in support of a province-wide employment services system transformation.

NOTE: Please be advised that the Employment Services Transformation (EST) is a transfer payment program being undertaken by the Ministry of Labour, Training and Skills Development. Transfer payments do not result in the acquisition by the Government of Ontario of any goods or services and as such should in no way be considered or construed as a procurement.
Scope of Work
The Government of Ontario is transforming its employment services system to help more people find and keep quality jobs while also supporting businesses and communities by helping them find the right workers with the right skills.

As part of the employment services transformation, employment programs and services for Ontario Works and the Ontario Disability Support Program are being integrated into Employment Ontario to create one system that is easy to access and navigate to help all job seekers, including those furthest from the labour force and/or face systemic barriers, and better support employers.

A key part of the new system will include the establishment of Service System Managers, who will oversee the planning, design and delivery of employment services in each defined Catchment Area.

The ministry intends to select Service System Managers for nine in-scope Catchment Areas in the province. Service System Managers will be selected through a two-stage competitive process, starting with the Request for Qualification. The Request for Qualification will be used to qualify organizations and those who pass the RFQ stage will be invited to the subsequent Call for Proposal stage of the selection process.
