JUNE 8, 2020 - ADDENDUM #1 to Request for Proposal #RFP20-038 has been issued to EXTEND the official Closing Date and Time to TUESDAY, JUNE 16, 2020 @ 3:00p.m. - ATLANTIC TIME, and to respond to questions from interested Vendors.
An official copy of Addendum #1 is available for download under "Attachments Exist". You
must be registered as an "Interested Vendor" to download the electronic file(s).
It is imperative that a signed copy of this Addendum (and any possible future Addenda)
released with respect to this RFP be included with your bid submission, all of which must
be submitted prior to the Closing Date and Time, as they form part of the RFP document,
and resulting agreement.
FAILURE TO INCLUDE A SIGNED COPY OF ALL PAGES OF THIS ADDENDUM (AND ALL FUTURE ADDENDA) WITH YOUR RFP SUBMISSION WILL BE CAUSE FOR REJECTION OF YOUR BID.

PURPOSE:
The City of Moncton is seeking to engage the services of a qualified and experienced firm to complete a comprehensive operational and functional needs assessment of the City of Moncton's Operations Centre facility and yard, for the purposes of developing a Facility Master Plan and Spatial Needs Assessment Report over a twenty-five (25) year horizon.
PROJECT OBJECTIVES:
The objective of this study is to provide the City with a Facility Master Plan and Spatial Needs Assessment that will:
- Evaluate the best practices and emerging trends for similar-sized cities across Canada / North America, and incorporate said best practices and emerging trends into the recommendations, where applicable
- Identify future space requirements (on the basis of a twenty-five (25) year horizon) for staff, equipment and materials
- Summarize the overall condition of existing facilities
- Document deficiencies within existing facilities, including building and vehicle circulation patterns, as well as staff and visitor parking (present state)
- Evaluate the advantages and / or disadvantages of moving existing operations to a new
location
- Recommend a multi- year phasing strategy to upgrade or replace the existing facilities to achieve projected future space requirements.
ELIGIBILITY OF PROPONENTS:
Proposals shall be considered from established firms / agencies who have been in the business of completing operational and functional assessments and the development of Facility Master Plans for public and / or private sector organizations for a minimum of five (5) years, are licensed to practice Engineering and / or Architecture in the Province of New Brunswick (or are capable of obtaining a license to do so), are financially stable, can provide a minimum of three (3) clients for whom they
have provided similar services to that specified in the RFP, and have sufficient labour, equipment and resources to provide reliable, timely, and professional services to the City of Moncton in the manner and capacity required.
Engineering and / or Architectural firms must also be a member in Good Standing of the
Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB) and / or
the Architects' Association of New Brunswick (AANB), or an equivalent provincial / regional
association.
