A Transportation Network Improvement Study completed in 2018 which evaluated
current and forecasted corridor and intersection levels of performance, identified that
the southern section of Ray Gibbon Drive (1st of 4 total Phases) was a priority location
to be addressed to improve efficiency of the network. Phase 1 was awarded for
construction in the 2020 season and now the remaining 3 phases (2, 3, & 4) are being
advanced for design and construction.
The City of St. Albert is requesting proposals from qualified, licensed and professional
consulting firms to provide:
Phase 2 design and construction services including:
Twinning the Ray Gibbon Drive (RGD) corridor to a 4-lane arterial with active mode
accommodation (aligned to the Phase 1 cross-sectional design) from approximately
500 m north of LeClair Way intersection to approximately 300 m north of the
McKenney Avenue intersection (total length of widening is approximately 2.6 km)
Design of a pedestrian underpass at RGD approximately where it would cross with
Levasseur Road, if extended to RGD
Investigating design and upgrading of the RGD/McKenney intersection (at grade),
with intersection boundaries to include long-term east-west bound turning
movement accommodation (anticipate 100 – 150 m east / west of Ray Gibbon and
4-lane arterial / crosstown design).
o First conduct a review of the intersection to be designed as a roundabout for
long-term service levels, costs, operational and safety considerations with a
comparison of a typical 4-legged signalized intersection with
recommendation of final design
Construction of the west span of the bridge over the Sturgeon River using existing
bridge piers
Review and design possible upgrades to the existing pedestrian underpass at the
bridge crossing (on the south side of the bridge structure) to mitigate seasonal
flooding impacts and resulting closure of the trail
Environmental & traffic safety improvements along the wildlife corridor between
north side of bridge and McKenney Ave
Provide construction management services for remedial work to the bridge piers
Phase 3 detailed design services (ONLY) including:
Twinning the Ray Gibbon Drive (RGD) corridor to a 4-lane arterial with active mode
accommodation (aligned to the Phase 1 and 2 cross-sectional design) from
approximately 300 m north of the McKenney Avenue intersection to approximately

300 m north of the Giroux Road intersection (total length of widening is
approximately 1.3 km)
Grade separation of RGD and CN Rail crossing (consultant to review over/under
options and provide report outlining merits of each and provide final
recommendation(s))
Investigating design and upgrading of the RGD/Giroux intersection (at grade)
o First conduct a review of the intersection to be designed as a roundabout for
long-term service levels, costs, operational and safety considerations with a
comparison of a typical 4-legged signalized intersection with
recommendation of final design
Twinning of Giroux Road from Ray Gibbon Drive to the existing twinned portion
(approximately 200 m) to a 4-lane arterial with active mode accommodation.
Environmental & traffic safety improvements along the wildlife corridor between
McKenney Ave and Giroux Road
Phase 4 preliminary design services (ONLY) including:
Twinning the Ray Gibbon Drive (RGD) corridor to a 4-lane arterial with active mode
accommodation (aligned to the Phase 1, 2 and 3 cross-sectional design) from
approximately 300 m north of the Giroux Road intersection to its terminus at the
current proposed Fowler Way alignment (total length of widening is approximately
2.1 km)
o Final alignment of Fowler Way has not yet been determined or confirmed
hence the requirement for only preliminary design; this alignment is currently
under review.
