21TDRRSD847 - Carseland-Bow Headworks System - Carseland Division - Design, Build and Replacement of Gate Hoists and Electrical Panesl

The Provincially-owned Carseland Bow Headworks System provides an essential secured water supply for irrigation, industrial, municipal and domestic uses throughout the Bow and Oldman River drainage basins. This water supply system is valued at over $1 billion and is critical to support the local economy, provide safe drainage and flood control and ensure a secured water supply for the Bow River Irrigation District and 250,000 Acres of irrigated crop land.

The Carseland diversion headgate system consists of complex mechanical systems that have been in service since 1974 with minimal upgrades. The major components consist of three radial water control gate hoists, cables, electrically actuated hoisting motors and gearboxes, and various electro-mechanical components. These components were recently assessed in detail by an external engineering consultant and were determined to have reached the end of their service life. This contract is required to design, build, install and commission new replacement gate hoist systems to extend the service life of the overall system.

Water Infrastructure and Operations Branch (WIOB), Alberta Environment and Parks, requires the design, build, installation and commissioning of the Carseland Bow River Headwork’s (CBRH) diversion headgate hoist systems and electrical systems.

The CBRH diversion is located on the Bow River near the hamlet of Carseland, Alberta approximately 70 km SE of the City of Calgary. The headgate system currently consists of three 2.13 m high by 4.85 m wide radial gates operated by 2 HP, 240 volt electric motor hoists connected to gear driven shafts connected to rotating drums with wire rope cables. The hoist system and electrical controls do not conform to current industry standards, and have become a liability for the Department.
