51/18 2020 SMP - RFP Social Master Plan Consultation Services

It must give Council and Administration a map with which to focus municipal and other community services, programs, work plans, and projects effectively. The SMP will serve as the reasoned basis for committing tax revenue, other City resources, and the capacity of the Community Services Division through those venues toward outcomes that are measurable. The SMP will similarly guide existing and new integrations and partnerships between the municipality and many external collaborators.
Proponents should note that the City is as interested in building on and developing community strengths and opportunities as well as addressing social service gaps and needs, in the interests of sustainability. The SMP must be more than just a response to a community needs assessment.
At the highest level, the City of Lacombe's social planning aims are "a safe and viable community," "sustainability," and "collaboration." The SMP, when implemented, will attract new citizens and create a vibrant, engaging place to live where residents experience a strong sense of community and social well-being. Municipal decision-makers will have goals and action items to get there, in critical areas identified through consultation with citizens, businesses, organizations, and government. Consultation and collaboration are crucial in Lacombe, with its history of partnering to accomplish goals. We believe that an SMP built through community engagement will mobilize people, building on work done, and striving for what's needed.

The 2021-26 Social Master Plan Project will be completed in two phases. This RFP is to select the consultant to deliver Phase 1: Plan Scoping. Please carefully review the details of both Phases described below. Success in Phase 1 will depend on an understanding of the aims of Phase 2.
