It is imperative that a signed copy of this Addendum (and any possible future Addenda)
released with respect to this RFP be included with your bid submission, all of which must
be submitted prior to the Closing Date and Time, as they form part of the RFP document,
and resulting agreement.

BACKGROUND:
The drinking water source of supply for the municipalities of Moncton, Dieppe and Riverview experienced a cyanobacteria bloom in 2017 in the Turtle Creek watershed. Since that time, the City of Moncton (City) has been implementing a Harmful Algal Bloom (HAB) treatment strategy at the Moncton Water Treatment Plant (WTP), located at Turtle Creek, which supplies treated water to the tri-community area. The WTP is owned by the City of Moncton, and operated under contract by Veolia Water Services
(VWS). Mitigation measures are being considered for both the watershed and the water treatment plant.
SCOPE OF WORK - HAB TREATMENT STRATEGY (PHASE 2-A):
The City recently developed Phase 1 of the HAB treatment strategy, which began with an assessment of the WTP to evaluate expected performance should the source water experience an algal bloom consisting of algal matter and/or algal toxins in the source water from Turtle Creek. The assessment identified vulnerabilities in the ability of the WTP to produce sufficient quantity and/or quality of treated water depending on the magnitude and characteristics of the source water HAB. As such, Phase 1 of
the HAB Strategy is currently underway, and includes a complete retrofit of the existing WTP clarification process from Trident adsorption clarification to Actiflo ballasted sand clarification to enhance the raw water solids loading capabilities of the facility, and enable broader algal toxin process resiliency. This upgrade was a core element of the HAB strategy from which the pending Phase 2 will build upon.
Phase 2 of the HAB also includes the development of a subsequent technical research program to refine future treatment process enhancements. This program is expected to include a combination of bench and pilot-scale treatment, representing the upgraded Actiflo treatment process and related unit processes and chemical systems. The research program is intended to provide real-time and continuous evaluation of further process enhancements intended to minimize overall process risk associated with
algal matter and algal toxins.
ELIGIBILITY OF PROPONENTS:
Proposals shall be considered from established consulting engineering firms who have been in the business of providing water treatment system engineering design and consultation services for public sector organizations for a minimum of five (5) years, are licensed to practice Engineering in the Province of New Brunswick (or are capable of obtaining a license to do so), are financially stable, can provide a minimum of three (3) clients for whom they provide similar services to that specified in
the RFP, and have sufficient labour, equipment and resources to provide reliable, timely, and professional services to the City of Moncton in the manner and capacity required.
Engineering firms must also be a member in Good Standing of the Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB), or an equivalent provincial / regional association.
