Public Services and Procurement Canada has a requirement for the establishment of a National Master Standing Offer (NMSO) for the supply, delivery, and off-loading of runway de-icing/anti-icing compounds for airfield pavements for the Department of National Defence (DND) and any other interested federal government departments and agencies, as well as the government of the Northwest Territories. The aim is for the NMSO to go into effect on January 1, 2021 and conclude on December 31, 2021, with two one-year option periods to follow. Call-ups will be made on an as requested basis over the period of the Standing Offer.

Canada may award more than one standing offer as a result of this solicitation. Offerors may choose to offer pricing for solid, or liquid product, or both. If an offeror offers both solid and liquid product, and the lowest evaluated offer price, then a single standing offer will be awarded. Should awarding two standing offers, one for liquid product, and one for solid result in best value to Canada, then two standing offers will be awarded.

The Request for Standing Offers (RFSO) is to establish National Master Standing Offers for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.

The Phased Bid Compliance Process applies to this requirement.

Note: Bids will not be accepted if emailed directly to this email address. This email address is to be used to open an epost Connect conversation, as detailed in Standard Instructions 2003, or to send bids through an epost Connect message if the bidder is using its own licensing agreement for epost Connect.

It is the Bidders responsibility to ensure the request for opening an epost Connect conversation is sent to the email address above at least six days before the solicitation closing date.

Bids transmitted by facsimile or hardcopy to PWGSC will not be accepted.
