Bidders will submit via electronic mail to the contracting authority (Fernando.Valencia@parsons.com) (not through MERX) no later than November 2, 2020 at 13:00 MT. Submissions received after the closing time will not be accepted.
Parsons will select the successful bidder based on the merits of the overall proposal. Neither the bid with the highest technical merits nor the bid with the lowest overall cost will necessarily be accepted for award of the agreement. Selection will be made on the best value firm, defined under the following criteria:
   Compliance with the mandatory RFP document requirements.
   Financial Portion (30 percent)
   IOC Portion (20 percent)
   Technical Portion (40 percent)
   Safety Portion (10 percent)
