The Qikiqtaaluk Arctic Economic Development Corporation (QAEDC) is an incorporated majority Inuit-owned Joint Venture between the Qikiqtaaluk Corporation (QC) and the Arctic Economic Development Corporation (AEDC). QC is the development arm of the Qikiqtani Inuit Association (QIA) with headquarters in Iqaluit. AEDC is a Canadian enterprise launched to support large-scale investment and infrastructure development in Canada’s Arctic.
On September 18th, 2025, the Government of Nunavut (GN) along with the QIA and the QC announced the launch of the transfer process of the Qikiqtarjuaq Deep-Sea Port Project (“The Project”) from the GN to QAEDC. The development of the Project is one of Nunavut’s Nation-Building Priorities and long-awaited infrastructure projects that will unlock economic growth and provide critical Arctic infrastructure to support sovereignty, defence, academic research, fisheries and search & rescue capabilities. In addition, the Project will enhance the annual northern sealift, provide supply chain resilience, and strengthen food security.
QAEDC is developing the Project through a Progressive-Design-Build (PDB) model with an assembled and highly qualified team offering capabilities in Arctic and marine infrastructure development, heavy-construction, marine logistics, and other construction support services.
This Request for Expressions of Interest (“RFEOI”) is an opportunity for respondents to propose service offerings to QAEDC for the construction of the Qikiqtarjuaq Deep-Sea Port. QAEDC is seeking RFEOI Responses from organizations with the available capacity and qualifications to deliver the Qikiqtarjuaq Deep-Sea Port Project with reliable, cost-effective, and accelerated solutions. The safety and wellbeing of the workforce is paramount.
This RFEOI seeks to clarify respondent service offerings, gather market insights, and inform procurement strategies ahead of the formal procurement phases with select respondents.
