As the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP), Parsons Inc.(Parsons) is requesting competitive bids for the purpose of selecting the best value firm to provide all services associated with the Non-Hazardous Waste Landfill at Giant Mine, located in Yellowknife, Northwest Territories. The Request for Proposal (RFP) price must include the cost for all labour, supervision, materials, equipment, and services required to complete the work outlined in this RFP document and according to the attachments defined in this document.

Additional Bidding Instructions

In the Technical portion of the bid, bidders should address clearly and in sufficient depth, the points that
are subject to the criteria against which the bid will be evaluated. Simply repeating the statement
contained in the solicitation is not sufficient. To facilitate the evaluation of the bid, Parsons requests that
bidders address and present topics in the order of the evaluation criteria under the same headings. To
avoid duplication, bidders may refer to different sections of their bids by identifying the specific paragraph and page number where the subject topic has already been addressed. The technical portion of the bid will be letter-sized, single sided, typed text no smaller than size 11 font, with margins no smaller than one inch. All pages will be included in the Technical portion of the bid.

Additional Bidding Instructions

Bidders will complete Attachment B Basis of Payment and include it with the bid submission. The BOP will be evaluated as the Financial portion of the bid submission. All prices must be in Canadian funds, FOB Giant Mine, Yellowknife. All items discussed in the bid are assumed to be included in the quoted firm unit, lot prices or the appropriate percentage markups. Bidders must provide bids as per unit of issue requested as well as total pricing. Should there be an error in the extended pricing of the bid, the unit pricing will prevail and the extended pricing will be corrected in the evaluation. The requirement does not provide for exchange rate fluctuation protection. Any request for exchange rate fluctuation protection will not be considered and will make the bid non-responsive.
