Introduction
The Manitoba Association of Health Care Professionals (MAHCP) is Manitoba’s largest Allied Health union, representing approximately 85% of unionized professional, technical and paramedical health care employees across the province in both public and private sectors.
In the past year, MAHCP has experienced the largest organizational growth in our fifty-year history. Not only has our membership expanded from approximately 3,900 dues-paying members to over 6,600, but our geographic territory has also greatly increased, now covering the entire province. This growth has changed the make-up of our membership, which now consists of approximately 190 health care disciplines with a greatly increased rural component and new and different work settings.
This sudden and significant organizational growth presents a unique opportunity to review the way MAHCP operates and fulfills our mission and vision.
Purpose and Background
1. MAHCP is seeking consulting services from a qualified vendor with demonstrated experience in the organization and operations of labour unions and/or other non-profit service-oriented organizations to conduct a review of MAHCP’s core functions with a focus on human resources.
2. The purpose of this Request for Proposals (RFP) is to solicit offers from qualified consultants to conduct a detailed organizational and operational review and provide recommendations aimed at improving the efficiency and effectiveness of service delivery and other core functions necessary to advance MAHCP’s mission and vision.
3. MAHCP Core Functions include:
- Human Resources
- Administrative functions/support
- Labour relations and other member services
- Member activation and engagement, including Member Advocate program
- Internal and external communications
- Public awareness
- Stakeholder relations, including government relations and advocacy
4. MAHCP is a union of health care professionals dedicated to protecting, advocating for, and advancing the rights of its members through labour relations activities. Our vision statement is to increase the awareness and recognition of MAHCP to members, the public and government. Our direct service model sets us apart from many other unions; MAHCP members are assigned directly to professional labour relations staff to handle their day-to-day workplace concerns. Scope of Work
1. Review and analyze MAHCP’s current organizational structure, resources, policies and procedures as they relate to core functions and overall mission and vision.
2. Compare findings to identified best practices, including examples from other comparable organizations.
3. Recommend practical, achievable and realistic changes, which may include recommendations concerning HR policies and procedures, reporting relationships, position titles and job functions that would:
a. Clarify organizational roles, responsibilities and authority of management and staff;
b. Eliminate duplication or overlap of responsibilities;
c. Improve core functions, with a focus on member service and current membership structure.
4. Identify and recommend any additional resources needed to further advance MAHCP’s mission and vision, including costing and budgetary considerations.
Requirements and Proposal Contents
1. All proposals shall be in writing. MAHCP requires the prospective consultant to submit one electronic copy (pdf format) of the proposal to conduct the organizational and operational review as set out herein.
2. The proposal shall include:
a. Cover Letter
b. Overview of proposed methodology
c. Names of key personnel to be assigned with resumés outlining qualifications and experience
d. Relevant experience of key personnel and the firm in conducting organizational and operational reviews of the nature set out herein
e. Project schedule with relevant milestone dates identified
f. Project costing which shall include an upset limit (fees and disbursements) including hourly rates for assigned staff and detailed breakdown.
g. Proposals shall include a statement that Consultant meets each qualification as outlined in this request for proposal.
h. Five business references are required, with at least two of the references being service-oriented organizations with mandates similar to MAHCP. References must include: company or organization name, contact, address, phone number, length of time associated with your organization and a brief description of the services provided.
3. Proposal must be submitted before 4:00 PM on Friday, November 20, 2020.
Late requests, regardless of the reason, will not be accepted. Following the proposal deadline, all proposals will be evaluated and firms may be invited to an oral interview.

Qualifications
1. The Consultant must demonstrate that they possess the expertise, resources, capability, and experience to provide the services requested. Such qualifications must be fully evident within the proposal.
2. The proposal should clearly demonstrate the proposer’s comprehension of the required work outlined in this RFP and should include a detailed work plan.
3. The Consultant must demonstrate experience working with labour unions and/or non-profit service-oriented organizations of similar size and mandate. Experience with direct service model is preferred.
Deliverables
1. The consultant shall make recommendations designed to improve the effectiveness and efficiency of core MAHCP functions. Recommendations should include but are not limited to staffing requirements and HR policies and procedures.
2. The consultant shall prepare a draft final report and review project findings and proposed recommendations with MAHCP’s Management Committee and project team prior to finalizing the report.
3. The consultant shall present a written final report summarizing the result of the organizational and operational review incorporating findings, conclusions, and recommendations.
4. The consultant shall meet with the Management Committee and, if required, the full Executive Council to present the final report.
5. The consultant shall provide assistance to Management Committee and Project Team in planning and communicating the project to staff and others as necessary throughout the duration of project.
Process and Basis for Selection
1. Responses to this Request for Proposal should be returned no later than 4:00 PM on or before November 20, 2020 to the contact as previously identified.
2. The award of this contract may be made to the Consultant whose solicitation best meets the needs of, and in the best interest of, MAHCP.
3. All aspects of evaluation will be taken into consideration in awarding this contract. Cost/fees may be a factor in the award decision, although the award may not necessarily be made to the solicitation with the lowest price.
4. Proposals will be examined and evaluated by MAHCP.
5. If deemed necessary, interviews may be scheduled with selected prospective Consultants.
6. Proposals will be evaluated based upon several criteria. Award may be made to a qualified agency that, based on evaluation, submits the proposal that best meets MAHCP’s needs.
