Description

The purpose of this request will be to create American Sign Language (ASL) and Langue des Signes Québécoise (LSQ) videos for VIA Rail’s website and to have access to sign language consulting and interpreting services upon request.
To provide some context, VIA Rail Canada is currently updating its services by identifying and removing existing barriers. In doing so, it has identified an obstacle in its communication with people who are Deaf, deafened and hard of hearing. To better serve passengers who use ASL and LSQ, VIA Rail requires a supplier to provide sign language consulting and interpreting services and turnkey sign language video production services for both ASL and LSQ. Please note that mandatory requirements must be met in order to submit a tender:
The Tenderer must have a minimum of two (2) years of experience in production video
The Project Manager must have a minimum of two (2) years of experience in leading similar project
The Interpreters must be a certified sign language interpreter or have a minimum of five (5) years of experience for workshop and video
The Tenderer must be able to provide for every workshop the following resources:
1 Project Lead
2 ASL participants (per workshop)
2 LSQ participants (per workshop)
The Tenderer must be able to deliver the services in English and French
The Tenderer must be able start the project described in Part B-Appendix A on demand after the contract signature
