  Cap and Trade Framework for the Natural Gas Utilities - RFPOEBCATFNGU10282015

In 2008, the Government of Ontario entered the Western Climate Initiative (WCI) and passed enabling legislation for a cap-and-trade system that same year. In April 2015, the provincial government announced its intention to establish a cap and trade system, and to formally join the WCI cap and trade market. On May 15, 2015, it committed to a new mid-term target to reduce emissions by 37 per cent below 1990 levels by 2030.

The Ontario government is currently developing a cap and trade program. The program will link to the joint Québec/California program. The program will be an economy-wide approach to ensure the maximum. environmental benefit and support market stability. The program is proposed to cover combustion and process emissions and will include:
•    Large emitters (>25,000 tonnes): industry,
institutions, waste management
•    Electricity generators and importers
•    Liquid petroleum fuel distributors and importers
•    Natural gas utilities

It is expected that all relevant information regarding the provincial government’s cap and trade program will be released early 2016.

Ontario’s cap and trade program will need to be supported by regulatory guidance.

The project will establish the OEB’s approach to assessing the natural gas utilities’ compliance and procurement plans (outlined in “purpose and scope” below). This objective will be achieved as follows:
• Identify the issues and implications of an Ontario cap and trade program on the natural gas sector
• Identify issues and implications of a cap and trade program to natural gas utilities and their ratepayers
• Develop approach for assessing the natural gas utilities’ plans
• Develop approach related to rate setting and the cost recovery of the utilities’ plans
