Description

The Authority’s mission is to implement, operate, maintain and manage, for the safety of navigation, an effective and efficient pilotage service on the St. Lawrence River and the Saguenay River;

For these purposes, the Authority wishes to obtain bids for the construction of a pilot boat described below that meets the requirements of this call for tenders:

Pilot boat for seasonal navigation (3 seasons, excluding winter navigation conditions).

The market targeted for this call for tenders is excluded from the rules applicable to government procurement under the Comprehensive Economic and Trade Agreement (CETA), the Canada-UK Trade Continuity Agreement and the Canadian Free Trade Agreement (CFTA).

The Bid shall be presented on the Tender Form, along with all its schedules or other documents required in the Call for Tenders. All blank fields in the Bid must be completed. Any erasure or correction must bear the initials of the authorized signing officer, if applicable. The Tender Form and the Bidder’s Probity Attestation must be signed in the places provided for this purpose by the authorized person(s).

Additional Bidding Instructions

Only the price envelopes of Bidders whose final quality score has reached a minimum of 70 points are opened. The price envelopes of Bidders that are not acceptable, i.e. the ones whose final score is less than 70 points, will not be opened.
The prices proposed in the Bid shall include all costs arising from the construction of the pilot boat, including certification fees, delivery costs, excise taxes and customs tariffs or customs duties, if applicable, and guarantees required, but shall not include the Goods and Services Tax (GST) and the Quebec Sales Tax (QST), if applicable. The taxes shall be presented separately and as an indication of the other price items.
