Animal Health Canada provides leadership in building a collaborative multi-partner model that clarifies the respective roles, responsibilities, and accountabilities of each partner implementing an animal health strategy for Canada. The goal is to strengthen Canada’s capacity for animal disease prevention, preparedness, response and recovery (PPR&R) by reducing fragmentation of accountabilities, ensuring greater sustainability in resource commitments, increasing timeliness of action and planning more effectively for the future. Industry, federal, provincial and territorial governments partners have formed a working group to undertake activities that will be utilized to inform the development and implementation of alternative governance models for animal health emergency PPR&R in Canada building on the elements of the existing models that have been tested and have proven effective during events.
In order to successfully identify key desired criteria for Animal Health Canada, it is critical to examine existing collaborative governance models nationally and internationally that could be developed or adapted to inform a collaborative governance model for Animal Health in Canada. This examination will outline Canada’s current governance model, as well as the various existing collaborative governance models nationally and internationally. This activity will clearly articulate successful collaborative governance models, existing legislation, organizational structures, roles and responsibilities, costs, advantages, disadvantages and gaps within each model. Recommendations will be provided on potential options to enhance Canada’s current animal health governance model, with a suggested implementation plan.
