Statement of work

Project: To identify successful practices for risk management at the national and regional levels for diseases that transmit between wildlife and domestic animals.
Purpose

To identify:
1. effective actions to reduce risk of pathogen transmission between wildlife and domestic animals and
2. decision-making models that have been used to reach stakeholder agreement on actions to reduce risk of pathogen transmission between wildlife and domestic animals

Background: Diseases that affect both farmed animals and wildlife present significant challenges for stakeholders charged with managing risk for farmed and wildlife health, as well as human health and wellbeing. The major challenge to be negotiated is that depending on the pathogen, animal types and region, the risk and costs of control are not allocated equitably- in some scenarios it is the livestock industry at risk, while controls require heavy efforts by the wildlife sector, while for other scenarios, the opposite is true. Sometimes public health is at risk, but costs are borne by livestock or wildlife sectors, while in other cases citizens options for recreation and resource use might be restricted in order to protect wildlife or livestock health. Access to finite shared resources such as land for grazing, recreational use, and industrial access complicate negotiation of solutions. Three examples are; trade limiting diseases of concern to the livestock industry such as bovine tuberculosis (TB), African swine fever (ASF), and Chronic Wasting Disease (CWD); endemic livestock diseases that have serious health impacts for threatened wildlife species such as Mycoplasma ovipneumoniae in endangered wild sheep, animals with high ecological, economic and social value; and zoonotic diseases such as COVID-19, that emerge due to interactions between humans, livestock and wildlife, leading to unpredictable public health, social and economic impacts.
Deliverables

A report that includes:
1. A case series from jurisdictions similar to Canada where a disease impacting wildlife and livestock has been managed in a manner acceptable to stakeholders
2. A summary of new research or other information about that might be relevant for risk management of diseases that transmit between domestic animals and livestock, including;
  1. ecological contributors to risk and risk reduction, and
  2. disease surveillance and control tools.
3. A synthesis of recommended practices for decision-making processes.
4. An inventory of recommended risk management strategies.
A one page summary of the report suitable for lay audiences

Completion date: Sep. 30, 2020
Submission of proposals: Project Proposals must be received electronically by May 28, 2020. The proposal should be no more than eight pages and be organized using the following headings:

1. 1. 1. 1. Overview
    2. 2.General description of the organization and relevant experience
    3. 3. Approach and timeline for deliverables
    4. 4. Proposed budget
