CBC/Radio-Canada is seeking Offers from industry in response to its Request for Supply Arrangement (“RFSA) for Tax Consulting Services for Real Property Assessment, Real Property Tax and Payment in Lieu of Tax for CBC/Radio-Canada
An Agreement resulting from this RFSA may potentially be for three (3) years with two (2) irrevocable option(s) to extend for two (2) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFSA are as follows:
CBC/Radio-Canada is seeking offers to establish Service Agreement(s) to provide services primarily for payments in lieu of taxes, and as requested, shall act as consultants in preparing assessment reports, assist in negotiations with municipalities. The Supplier may be required to support CBC/Radio-Canada in evaluating the real property taxes charged by Landlords and provide market value assessments for sales, acquisition and/or market research purposes.
2. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all

- Determine your eligibility to participate based on the description/objective statement for the RFSA.
- To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
3. COMMUNICATION WITH CBC/RADIO-CANADA
- Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA # CET20230811) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Suppliers may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
4. RECEIPT OF OFFERS
Offers must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than March 8, 2024 at 5:00:00 pm, Eastern Time.
The Supplier has the sole responsibility for the timely receipt of an Offer by CBC/Radio-Canada. The Supplier cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.
Partial Offers, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Suppliers on any procurement.
