Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES
CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposal (“RFQ) for an FM Antenna System for CBC/Radio-Canada.

1. SUMMARY OF REQUIRED GOODS/SERVICES:
The objective of this RFQ is to present the technical specifications and other related requirements to Proponents for the supply of a circularly polarized FM Antenna System that will replace the existing 10-bays of circularly polarized, 3-panels to each bay, FM Antenna System mounted parallel to each face of the 6ft wide c/c triangular section guyed mast at CBC Camp Fortune, QC transmission site

2. MANDATORY REQUIREMENTS:
This RFQ is open only to Proponents who meet each of the following mandatory requirements included in the Appendix A Scope of Work.

Will the proposed antenna consist of two (2) identical halves?
Antenna type: Broadband and dual-feed configuration
Impedance of all components: 50 Ohms
A fine matcher at the input of each Half Antenna is mandatory and must form part of the FM Antenna System
Polarization: Circular
Pressurization: The antenna must be pressurized up to the antenna elements
Horizontal Radiation Pattern: Non-directional

Proponents must respond to each of the requirements outlined in the scope of work with written evidence. Indicating “Yes” or “Comply” is not a complete answer and further detail is required to support the claim that the Proponent currently meets each of the mandatory requirements. To supplement their response (if applicable) a Proponent can provide any additional information as a separate document.

3. TO OBTAIN THE RFQ DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Respondents must obtain the RFQ documents through Merx. Here is the link to the Merx Quick Get Started Steps

To obtain the documents you must be registered with Merx. If you are not already registered, please follow the Merx Quick Start Guide link above.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFQ must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFQ, whose co-ordinates appear below. All e-mails pertaining to this RFQ must state the RFQ reference number (RFQTX-484) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Respondents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFQ documents. If so, or if there is any doubt about the meaning of any part of this RFQ, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFQ Process of the main document.
CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.

5. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than December 27th, 2023 at 8:00:00 pm, Eastern Time.

The Respondent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Respondent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, whether the time indicated on such clock is accurate or not.
Partial Responses, amendments or revisions which are received after the date and time for the RFQ Submission Closing Date will not be accepted.

Qualification Requirements
To obtain the RFQ Documentation, Proponents must submit the Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in the attached file.
The Proponent must be registered with Merx Canada. Once registered, the file containing the above documents is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid”.
The document(s) to be completed and signed Qualification Request Form must be sent, to the attention of the CBC/Radio-Canada representative for this RFQ:

If you have not received acknowledgment of your request within forty-eight (48) hours it is your responsibility to resubmit your request.

Following receipt of the required document(s) Qualification Request Form and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFQ documents are ready for download.
