REQUEST FOR PROPOSALS: Video Production Services

The Community Economic Development and Employability Corporation (CEDEC), based in the Province of Quebec, is requesting proposals to provide video production services.
This Request for Proposals (RFP) contains specific details and timelines and should be reviewed carefully prior to submitting a proposal. Incomplete or late proposals will not be considered.
ABOUT CEDEC
CEDEC is the federally designated and financed Official Language Minority Community in Quebec (OLMCQ) organization responsible for economic development, including business, labour market, and employment assistance development. Its mission is to strengthen the contribution of English-speakers and the OLMCQ to growing and developing Quebec’s economy, while leveraging their participation in it to address economic disparities and disadvantages. It specifically seeks to generate tangible economic impacts for English-speakers, businesses, social enterprises, and their communities, as well as the broader Francophone community in which they exist and thrive.
STATEMENT OF PROFESSIONAL SERVICE NEEDS
CEDEC wishes to hire a creative and visionary vendor to provide the following services:
Engage a video production firm to work with CEDEC to develop and produce, edit, and deliver a series of high-quality promotional videos based on a three-part narrative framework:
- What is the context in which CEDEC was created and operates today?
- What is Official Languages policy in Canada?
- Why were Official Language Minority Communities (OLMCs) recognized in Canada and why is maintaining and enhancing their vitality important?
- What is the unique context in Quebec that CEDEC must operate in?
- What role does economic and labour market development play in maintaining and enhancing the well-being of English-speakers and the vitality of the OLMCQ?
- What is the economy?
- What is economic and labour market development and what does it include?
- In an Official Languages context, what is the value of generating economic benefits for English-speakers in Quebec, the English-speaking communities that form the OLMCQ, and the broader Quebec society.
- What is the relationship between economic and labour market development and social and cultural development.
- What is CEDEC?
- CEDEC’s purpose, vision, mission, priorities, and targets.
- What is CEDEC trying to achieve and why?
- Collaborative Economic Development / what it is and why it is valuable?
- Examples of activities and results across Quebec.
- The Collaborative Economic Development ECOSYSTEM
- What it is, why it was created, and the expected value it will generate.
Filming is anticipated to occur in multiple locations across western, central and eastern Quebec, and in Ottawa.
The target audiences for the videos produced will be Quebec’s Official Language Minority community (OLMCQ) leaders and organizations (i.e. Quebec’s English-speaking community), economic and community leaders within Quebec’s francophone community, and government officials at both the federal, provincial, and municipal levels.
CRITERIA FOR THE EVALUATION OF PROPOSALS
Proposals received through this RFP will be evaluated using the following criteria:
- Demonstrated track record of producing high quality promotional videos
- Mastery of digital communications practice and multi-media content production.
- Experience working with not-for-profit and mission-based organizations.
- A basic understanding of CEDEC’s mission and our business, and willingness to invest in developing a deeper understanding.
- The ability to work effectively within a bilingual environment and produce content in English and French.
- A clear demonstration of ability to deliver on time and according to client specifications. A commitment to a team-based approach “after-sale” client service.
- A commitment to a team-based approach and “after-sale” client service.
- The competitiveness of the quote provided.
PROPOSAL REQUIREMENTS
Proposals responding to this RFP must contain the following elements:
- A cover letter summarizing your proposal.
- A professional curriculum vitae or business prospectus demonstrating that you have the experience and qualifications necessary to undertake this contract as per the evaluation criteria noted above.
- A workplan to generate delivers according to the requirements contained in this RFP for each fiscal year (2024-2025 ending March 31, 2025, 2025-2026, and 2026-2027)
- A quote for the work tied to the specific deliverables.
- Three recent examples of recent, at least one reflecting the ability to produce videos in both English and French.
- Three references from past clients.
Interested vendors should consider the following stages when submitting a workplan and a quote:
- Preliminary research
- Formulating a Creative Brief
- Pre-production tasks
- Production tasks
- Editing
- Distribution
Please note that all expenses associated with this work are the responsibility of the contractor and should be reflected in the professional fees quoted.

NEXT STEPS
CEDEC may retain one or more proposals for consideration and conduct follow-up interviews. All candidates that have responded to this RFP will be informed about the status of their proposal after the closing date.
