The City of Grand Forks is seeking a proponent to provide Land Acquisition Services for the design and implementation of a process for acquiring up to 124 properties within the City of Grand Forks, Regional District of Kootenay Boundary, and City of Greenwood. Properties to be acquired include: 79 properties with dwellings as of 2018, 1 commercial property, 21 vacant properties and 23 partial properties. Most properties with dwellings are within the North Ruckle neighbourhood, which is designated to be restored to floodplain. The balance of properties is required for flood protection and drainage works or isolated sites of floodplain restoration in high risk locations. The City requires the proponent to prepare a design for the land acquisition program that makes best use of available funds and local government resources and enables a fair and equitable agreement with property owners to maximize ‘buy-in’. Once the land acquisition program design is complete the team will assist the City and other local governments as required in delivery of the program. Legal work for completion of property transactions is not in scope of this RFP.
