Description

Requirement
1. The City of Ottawa hereinafter referred to as the City, is seeking proposal submissions to provide professional engineering service to undertake design and contract administration services for the Laporte and Leonard Pumping Stations Reliability Upgrades as describe in the Terms of Reference attached as Annex “A” – Terms of Reference and Annex “B” – Construction Administration Services Terms of Reference.

Proposed Period of Contract(s)
1. The proposed period of the design contract will be from the date of award to February 2021.
2. Subject to satisfactory service, terms and conditions, contingent upon approvals, budget and construction timing window, and at the City’s sole discretion, the contract may be extended to December 2021 for Construction Administration and Inspection Services. An extension is to be mutually acceptable, and subject to a continued requirement by the City.
3. Contingent upon approvals and budget and construction timing window, the contract may be extended to December 2021 for Engineering Support Services during Construction. An extension is to be mutually acceptable, and subject to a continued requirement by the City.

Background:
This RFP is for two different pumping stations requiring very similar scope of remedial work.

Location #1 – Laporte
Laporte Wastewater Pumping Station (WWPS), PIN: 0436630094, adjacent to 1056 Laporte Street in Ottawa, is located in the Right of Way in that residential area. Laporte WWPS was built in 1972 and is serving homes along Beaverhill Drive and the homes on Laporte Street. This pumping station consists of the underground chamber/wet well, which is housing two pumps (3hp (600V/3Ø each) c/w associated process equipment and an aboveground kiosk housing electrical, instrumentation and controls components.

Location #2 – Leonard
Leonard Wastewater Pumping Station (WWPS), PIN: 0414500115, is at the south end of Leonard Avenue and serves the Leonard addresses of 115, 119 and 121/123. This WWPS has been constructed around 1970 and is located in the Right of Way in the residential area across from 115 Leonard Avenue and in close proximity to Rideau River.
It consists of the underground chamber/wet well, which is housing single pump (600V/3Ø, 3hp) and associated process equipment and an aboveground kiosk housing existing electrical, instrumentation and controls components.

General Info for both locations:
The mechanical, electrical and controls systems for these two remote stations is at end of life and in need of replacement.

The City of Ottawa’s Wastewater Collections (WWC) group wants to upgrade these stations in accordance with the latest operational and health & safety standards, current departmental instrumentation and communication strategy and provide electrical backup power supply system capable of operating this pumping station electrical loads during normal power interruption

The basis for the proposed upgrades outlined herein has been identified by the City’s WWC group, as well as scoped in the following documents:
