Title: Request for Proposals for Independent Certifier Services for the Confederation Line Extension Project
Background: This Request for Proposals (“RFP”) (including all schedules) is issued by the City of Ottawa (“City”) to seek submissions from interested applicants that can bring together all of the skills and experience required to deliver independent certifier services in the manner required by the City and the entity (“DB Co”) who will be undertaking the design, build and finance of the Confederation Line Extension Project (“the Project”).
DB Co will be selected pursuant to the City’s request for proposal No. 09717-92594-P01 to design, build and finance the Project in accordance with a project agreement to be entered into between DB Co and the City on or about April 22, 2019 (the “Project Agreement”).
The Project Agreement contemplates an Independent Certifier performing those Certification Services set out in Appendix A to the Draft Independent Certifier Agreement attached to this RFP as Schedule 3.

The Independent Certifier is jointly appointed by the City and DB Co. It is anticipated that the respondent who is ultimately successful in being awarded the Independent Certifier Services in this RFP Process will enter into an Independent Certifier Agreement with the City and DB Co.
This RFP process will be managed by the City, and shall conform to By-law respecting the purchasing of goods, services and construction for the City of Ottawa, By-law 50 of 2000, as amended.
