RFP SCOPE
FCC requires the proponent to provide cost-effective network data cabling infrastructure services for all FCC locations across Canada. This will include day to day, hands and feet troubleshooting of the FCC network infrastructure, as well as pre-planned project work. FCC expects the selected proponent(s) to be informative and provide guidance related to emerging network data cable solutions. Be respectful of the workspace/FCC employees to ensure minimal disruption to business. Perform work efficiently without damaging existing infrastructure. Clean up site when work is completed leaving the work areas and network rooms as clean or cleaner than when work began
Project Work
- FCC occasionally undertakes projects that necessitate coordination with hands and feet to update aging technology, such as router and switch upgrades. FCC will provide the technician with the necessary details and the network hardware to perform the activity.
Emergency Break Fix
- In certain cases, hands and feet are required to visit one of our offices due to a device failure. FCC would contact the vendor to dispatch hands and feet to diagnose the issue with assistance from our teams and resolve it.
Please note: FCC will manage all communication with our offices, provide all network hardware, but will request the vendor to supply the necessary cables to complete the requested activity.
As part of this service FCC requires a proponent to provide us with the following services related to Specific goals for net-new or upgrades to FCC’s cabling infrastructure:
- Work with FCC’s current network and project teams to minimize staff impact during normal work hours (Monday – Friday, 8:00am – 4:30pm).
- Ability to design and facilitate normal adds/moves/changes and identification.
- Provide data cabling in which each data cable must have a unique permanent identification at both ends (clear, legible, and permanent). Cat-6 patch cables must be provided for any patch panel installations.
- Properly label each data plate/panel must with a unique associated cable identification (clear, legible, and permanent).
- All Cables shall be run parallel or at right angles to the building structure and shall not be looped diagonally across the ceiling space, and cables shall run in cable tray/runways where applicable.
- Cables should avoid all sources of EMI (electromagnetic interference), as well as cables must avoid all sources of heat such as heating ducts and hot water pipes.
- Do not lay cables on suspended ceilings.
- Cables must never exceed a 90-degree bend radius and must leave a minimum 6 feet on each end of cable run in the event of servicing or other requirements.
- Provide J-Hooks or equivalent for cable support. Cable shall be supported at 5-6-foot span intervals.
- All components shall be factory new, not reconditioned or refurbished.
- All components shall be an available commodity and vendor supportable at the time of
- award.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
