Food Processing Skills Canada
Food Processing Skills Canada (FPSC) is Canada’s innovative solution to assist food and beverage manufacturers with the “skills and learning” side of their business. From understanding the 250,000 people who make up this great industry, to the development of industry-based training and competency standards, our goal is to have the most skilled and diverse workforce in the world.
FPSC is recognized as a global leader in skills development, work-based certification, labour market research, and food safety training. Our state-of-the-art programs and funding initiatives directly support the advancement of industry, resulting in an exceptionally strong Canadian workforce.
FPSC is a well-integrated member of Canada’s food and beverage processing community, our not-for- profit Council collaborates with government, provincial associations, community colleges, workplace programs and industry specialists to educate and support the overall growth of the sector.
The FPSC mandate is to help strengthen the sector’s competitiveness through:

- developing national industry based occupational standards;
- promoting a workplace Learning culture;
- identifying skills gaps;
- developing industry required curriculum for companies, community workplace programs and educational institutions;
- developing training tools to assist with recruitment and retention, labour mobility, labour shortages and new immigrants; and
- increasing professionalism of the sector via certification and accreditation programs.
The Project
FPSC will be delivering a national training program to support employers in the food and beverage processing industry in the upskilling of their supervisors and supervisor candidates. Supervisors play a pivotal role in managing daily operations in food and beverage processing operations, ensuring compliance with strict food safety regulations, and fostering a positive work environment. By equipping them with advanced technical knowledge, leadership skills, and problem-solving abilities, organizations can improve productivity, reduce errors, and enhance employee morale.
This program provides an extensive curriculum of eLearning courses in Food Safety, Supervisory Skills, Leadership, Diversity, and Emotional Intelligence. It also provides a series of live, interactive workshops to engage participants in leveraging their emotional intelligence skills in the workplace.
FPSC will require an evaluation consultant or consultancy organization who will be responsible for developing and executing an evaluation designed to measure if the project meets its stated objectives and outcomes. The evaluation will be designed and implemented over an eight-month timeframe.
Section 2 – Services
The evaluator will provide the following services:
- Create a tailored evaluation framework, logic model, and strategic plan aligned with the project’s goals and expected outcomes.
- Collaborate with the project team to design and execute data collection tools and evaluation methodologies.
- Participate in regular consultation sessions with project management and staff to ensure the evaluation strategy stays on track.
- Analyze collected data to derive meaningful insights and actionable outcomes.
- Prepare consistent progress updates to align with funder reporting requirements.
- Deliver a detailed and comprehensive final evaluation report that encapsulates the findings and recommendations.
The Evaluation Goals are:
- Evaluate the extent to which the project fulfills its objectives and whether its activities result in the desired outcomes.
- Examine the impact of skills-building efforts, including participants' growth in knowledge and expertise.
- Determine how effectively participants are able to implement their acquired knowledge in practical scenarios.
- Analyze the functionality and value of tools and resources developed through the project.
- Measure the project's overall achievements and milestones in relation to its goals.
- Identify unexpected consequences—both positive and negative—that arise from the program's implementation.
Section 3 - Scope of Work
The following deliverables must be completed and delivered to FPSC by September 31, 2025. Deliverables are required in English only.
The service provider shall, between the signing date of the contract and September 31, 2025, perform and complete the scope of work as outlined below.

1 A customized evaluation framework and logic model tailored to the project’s objectives.
2 An evaluation matrix accompanied by a comprehensive plan outlining key details such as information sources, research methodologies, procedures for analysis, strategies for knowledge sharing, report structure, and a timeline from March 2025 to September 2025.
3 Development of necessary evaluation tools (e.g., surveys, guides for stakeholders or groups, training assessment forms) paired with an analysis plan.
4 Compilation of preliminary findings into a concise summary.
5 Periodic progress updates on preliminary findings to meet funder requirements and support project implementation.
6 A final evaluation report, including an executive summary crafted for a general audience to ensure accessibility and clarity.
Project Timeline
Completion of the evaluation framework and tools by May 2025, summary of preliminary findings by August 2025 and final report must be completed by October 15, 2025.
Section 4 - RFP Information
Proposals should outline the Evaluator's expertise in executing comparable projects and their ability to successfully carry out the required tasks. The following criteria will guide the assessment of submitted proposals:
- Proven experience in designing and implementing program evaluations, covering the processes of design, administration, analysis, and reporting.
- Familiarity with evaluating training initiatives and programs involving multiple stakeholders.
- Familiarity with the food and beverage processing industry and FPSC programs
- Comprehensive understanding of government funding mechanisms and procedures.
- Demonstrated proficiency in various evaluation methodologies and their application to this specific project.
- Insights into programs supporting equity seeking groups.
- Clear, well-structured, and visually appealing proposal presentation.
- Canadian Evaluation Society designation, which will be considered an asset.
Submission
Please submit a proposal that includes the following:
- A Letter of Introduction featuring an executive summary that illustrates a clear understanding of the project.
- A detailed work plan, timeline, and deliverables, along with an explanation of how the consultant intends to achieve the project’s objectives.
- An outline of potential challenges and strategies to address them.
- A proposed budget.
- Information on the consultant’s background and relevant experience.
- Contact information for references.

Conflict of Interest
The proponent, the company, the registered principals and officers, and employees of the company are to declare any potential conflict of interest between themselves or their employees and the FPSC or its employees.
Acceptance of Proposal
The FPSC reserves the right to not accept any proposal. The RFP should not be construed as a contract to purchase services. The FPSC shall not be obligated in any manner until a written agreement relating to an approved proposal has been duly executed.
Project Contact
The Project Manager will be the FPSC project contact. The successful proponent will also assign a project contact at the time that the contract is awarded.
