Description

HRPA is seeking a computer based testing (CBT) delivery vendor that has previous experience with the delivery of high stakes examinations and credential programs in Canada and a Psychometric vendor who has experience working with high stakes examinations and credentialing programs. As there are multiple firms that can provide various options, there are three (3) options for submitting a proposal. The following are the mandatory requirements for each option:
Option 1: Ability to Deliver Examinations

Scheduling of candidates for the CHRP-KE, CHRL-KE and the CHRP and CHRL Employment Law Exams
Administration of the CHRP-KE, CHRL-KE and the CHRP and CHRL Employment Law Exam at sites in Ontario and across Canada as well as globally.
Demonstrate the ability to offer a dual modality for delivery (computer-based testing in test centre or remote) as our candidates should be able to choose where and how they decide to take their exam
Scheduling of candidates for the CHRP-KE and CHRL-KE as well as the CHRP and CHRL Employment Law Exam
Demonstrate the ability to use your platform for practice exams
Demonstrate the ability to offer exam accommodations
Demonstrate how you were able to adapt to the pandemic
Provision of candidate data back to HRPA for the purposes of item analysis and scoring
Manage the security and standardization of the test event

Option 2: Ability to Deliver Psychometric Services

Item and test development
Item and test analysis
Item banking
Maintaining candidate information databases
Results analysis and scoring of exams
Preparation of technical test reports

Option 3: Both Exam Delivery and Psychometric Services

Include all facets above in options 1 and 2 in your proposal

With this project being a strategic, enterprise project for 2021, we are seeking a partner to assist execute the research by June 2021 and a working draft of the updated Competency Matrices by November 2021:

March 8th, 2021RFP issued for vendor response
April 16th, 2021 at 12PMDeadline for questions about the RFP from the HRPA
April 19th, 2021 at 5PMDeadline for proposals submitted to HRPA
April 20th - 30th, 2021Proposals evaluated by HRPA Procurement Team. Potential vendors will be contacted for a presented by April 30th at 1PM
May 3rd – 7th, 2021Vendor Presentations to HRPA Procurement Team
May 10th – 14th, 2021Contract and Scope of Work (SOW) review and sign off
May 17th – 19th, 2021HRPA Procurement Team decides, and all vendors are informed of the outcome
May 20th – 26th, 2021Project Kick Off

Only electronic bids will be accepted (in word or pdf format). The proposal should contain all necessary information to evaluate the submission. Exhibits, if any, should be integrated into the file. The proposals must be easily shared digitally due to the ongoing remote working environments. Proposals should not exceed 20 pages, excluding exhibits and appendices. At least three references should be provided. References will be contacted for short-listed respondents. We require all bids to be in Canadian Dollars.
