Description

The Minister of Energy, Northern Development and Mines (ENDM) directed the Independent Electricity System Operator (“IESO”) on March 21, 2019 to discontinue the Conservation First Framework (CFF) [1] and implement an Interim Framework[2] to centrally deliver conservation and demand side management (CDM) programs on a province-wide basis until December 31, 2020 under the Save On Energy portfolio of programs. The IESO on behalf of the Provincial Government is solely responsible to centrally deliver a number of conservation programs targeted to residential, commercial and industrial customers under the Interim Framework. To meet conservation program delivery requirements, the IESO currently deploys certain value added services (“Centralized Value Added Services”).

The Fulfillment Services which the IESO requires to deliver CDM programs for the Interim Framework/CFF wind down include:

Retrofit Program
Energy Manager Program
Process and Systems Upgrades Program
Energy Performance Program
Capability Building Program

In addition to the above, the Fulfillment Services may also be required for new programs that would be implemented during the contract term. These new programs would be servicing all sectors promoting Energy Efficiency in the province.
