23-066 - PDC Services for Ontario Science Centre Relocation

Opened in 1969 and widely regarded as one of the leading science centers in the world, the Ontario Science Centre at 770 Don Mills Road is now facing significant operational and facility challenges. Over the past decade, attendance has declined by more than 30% resulting in significantly reduced revenues. Operations have been further challenged by escalating operating costs. ​  
The new OSC aims to deliver a unique architectural and energy efficient flagship facility at the newly redeveloped Ontario Place site. The new facility will consist of a new building with multi-story, underground parking, located on the mainland and a retrofit of the existing heritage pod and Cinesphere complex. The new OSC will replace the existing facility located at 770 Don Mills Rd., North York, ON.​ 
In addition to replacing the existing facility, the OSC will be implementing innovative measures to improve access to science programming and enhance operational efficiencies. The new state-of-the-art facility will also integrate and embody sustainability principles.​  
Subject to Stage 2 Treasury Board approval in September 2023, the underground parking structure will be delivered under the same DBFM contract. The PDC services will cover both OSC and the parking structure.  
The Successful Respondent shall be responsible for providing all the Services and Deliverables as described in Appendix A to Schedule 3 - Draft Agreement.  
The Successful Respondent shall provide a team of specialists who can deliver all Services and complete the assignment within the specified timeframe. The Successful Respondent’s team shall be led by the consultant firm who is identified to deliver the architectural services and shall include all the other consulting disciplines as noted in Appendix A to Schedule 3 - Draft Agreement.
