The Long Point Region Conservation Authority (LPRCA) is seeking consulting services to update and undertake new floodplain mapping in several watercourses throughout its watershed. The project is being partially funded through the National Disaster Mitigation Program (NDMP) The Long Point Region Flood Hazard Mapping project (the Project) will be initiated in 2019 and must be completed by February 28,2020. Proposals for the work are to be submitted no later than 1:00 pm Eastern Standard Time on Tuesday, March 26, 2019.
Current floodplain mapping on watercourses within the LPRCA watershed was prepared in the late 1970’s – early 1980’s. Since completion of some of this work, provincial technical guidance has been updated (2002), and modeling and mapping resources and techniques have evolved.
The purpose of the Project is to update, to current mapping and technical standards, and undertake new flood hazard mapping in the most flood vulnerable communities in the LPRCA watershed. The Project study areas are shown generally in Figure 1. Updated flood hazard mapping is required to support flood and erosion-related response and mitigation planning, as well as land use planning and permitting decisions in at-risk communities across the watershed.
Hydrology analysis is not required as part of this project. The return period and Regional storm flow data for input to the hydraulic analysis will be provided by LPRCA. The development of the return period and Regional storm flow data is documented in the report, Long Point Region Watershed Hydrologic Model Study, Schroeter and Associates, 2006, and the 2018 Update to same.
This Project will focus on new base mapping derived from LiDAR topographic information which will be provided by LPRCA at the outset of the project; hydraulic analysis to determine water surface elevations including in-field channel and structure surveys; and floodline delineation on the newly created maps.
The Project will also include an updated risk assessment for riverine flooding including estimates of damage potential.
