D7. SCOPE OF SERVICES
D7.1 The Scope of Services of this RFP generally consists of professional engineering services to
facilitate the construction, replacement and upgrades as follows:
D7.1.1 New construction:
(a) A new chemical storage building for additional ferric chloride and sodium hydroxide
storage and dosing, including:
(i) Two chemical dosing skids and ancillary equipment complete with pumps,
chemical metering and controls;
(ii) HVAC;
(iii) Electrical;
(iv) Plumbing;
(v) Required Life Safety equipment;
(vi) Two new ferric chloride storage tanks; and
(vii) New sodium hydroxide storage tank;
(b) New chemical piping fittings and valves from the dosing skids to the dosing points;
(c) A ferric chloride day tank and eyewash station at the Grit Building;
(d) An expanded railcar facility to allow for more frequent delivery of ferric chloride up to
two railcars at a time; and
(e) New truck receiving station and piping for sodium hydroxide.
D7.1.2 Replacements and Upgrades
(a) Existing ferric chloride piping, including a new dosing point that delivers ferric chloride
to all sludge entering the digesters whether through the Primary Effluent Conduit or by
delivery from the SEWPCC or WEWPCC;
(b) Upgraded electrical service and equipment in the Railcar facility as required; and.
(c) Upgraded mechanical equipment in the Railcar facility as required.
D7.1.3 When complete this Work will enable the City to implement successful phosphorus removal
while maintaining process stability.
(a) Ferric Chloride will be safely and reliably delivered to dosing points to enable
operating scenarios and demonstrate that the chemical is fully mixed within the
process.
(b) Conduct full scale testing of agreed operating scenarios and verify the potential
phosphorus removal efficiencies and impact on digester capacity and associated
operational risks and how they could be managed.
D7.2 The Services required under this Contract shall consist of the following phases:
(a) Project Management in accordance with D8;
(b) Preliminary Design Services in accordance with D9;
(c) Detailed Design & Tender Services in accordance with D10;
