D3. SCOPE OF WORK

D3.1 The Work to be done under the Contract shall consist of structural and architectural
upgrades to a heritage structure (Tache Surge Tower) and non-heritage building (Tache Booster
Pumping Station).

D3.2 The major components of the Work are as follows:
(a) Tache Surge Tower (designated heritage structure)
(i) Demolition and replacement of the entire roof with a new precast concrete structure and
2-ply modified bituminous roof system and related roof insulation.
(ii) Installation of two new roof access hatches and appurtenances.
(iii) Installation of one new aluminum ladder.
(iv) Repair, repoint, or replacement (as required) of the stone and brick units of the exterior
face of the Tache Surge Tower.
(v) Installation of a new fiberglass door.
(b) Tache Booster Pumping Station
(i) Repointing of deteriorated mortar joints (as required) on all the exterior walls.
(ii) Repointing of deteriorated mortar joints (as required) on glass blocks or replacement of
the glass block if cracked.
(iii) Rehabilitation of the chimney.
(iv) Replacement or refurbishment of various doors and windows.
(v) Various concrete repairs and concrete wall epoxy injection as indicated.
(vi) Installation of new cross over stairs.
(vii) Installation of a new sump pit cover plate.

D3.3 The funds available for this Contract are $1,043,000.

D3.4 Please note the Tache Surge Tower has a heritage designation from the City of Winnipeg.
A heritage permit for the alterations needs to be applied for by the Contractor for the Project
once the Contractor has applied for the Building Permit.

D3.5 Elements considered heritage and to be approved by alterations are as follows:
(a) Perform a mortar repointing test patch in inconspicuous location for review by City of
Winnipeg prior to undertaking work;
(b) Submit a shop drawing(s) for the new entrance door for review by City of Winnipeg prior to
the Contractor purchasing the door and related frame.

B3. SITE INVESTIGATION

B3.1 Further to C3.1, the Contract Administrator or an authorized representative will be
available at the Site at 866 Tache Avenue on October 27, 2022 to provide Bidders access to the
Site. Attendance at the site investigation is not mandatory, but is strongly recommended.

B3.2 The Bidder is advised to register for the Site investigation at least 48 hours in
advance by contacting the City’s Project Manager: Matthew Skinner, P. Eng., Project Engineer, City
of Winnipeg, 204-986-6425, mskinner@winnipeg.ca.

B3.3 Bidders registered for the Site investigation must provide the Contract Administrator
with a Global Sanctions & Politically Exposed Persons (PEP) Check obtained not earlier than one (1)
year prior to the Site investigation.
(a) The Global Sanctions & PEP Check must be obtained from Sterling Talent Solutions. Bidders
will need to setup a Sterling Talent Solutions account prior to requesting individual background
checks. This process should be done 72 hours prior to requesting the first check. The account can
be setup using the following link: https://forms.sterlingbackcheck.com/partners/platform2-en.php?&partner=winnipegcity
Note that the check will take up to 48 hours to complete. Refer to F1.1.1 of PART F - Security Clearance for further information.
(b) The results of the Global Sanctions & PEP Check must be received by the Contract
Administrator directly through Sterling Talent Solutions. Bidders must set up an account with
Sterling Talent Solutions directly under their company name and grant Sterling Talent Solutions
permission to share the results of the Global Sanctions & PEP Check with the City.

B3.4 The Bidder shall not be entitled to rely on any information or interpretation received
at the Site investigation unless that information or interpretation is the Bidder’s direct
observation, or is provided by the Contract Administrator in writing.

B3.5 The Bidder is responsible for inspecting the Site, the nature of the Work to be done
and all conditions that might affect his/her Bid or his/her performance of the Work, and shall
assume all risk for conditions existing or arising in the course of the Work which have been or
could have been determined through such inspection.
